Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. The solicitation number is DAKF06-02-T-0007 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Feder al Acquisition Circular 2001-01. This will be a 100 percent Small Business Set Aside (NAICS 611692, size standard $5.0M). Responses shall include a proposed course curriculum, instructor qualifications, and customer references for similar courses conduct ed in the past three years. Response shall be quoted in accordance with the following: CLIN 0001, Quantity 80 students. Defensive/tactical driving course, consisting of the following: Principles of Protective Driving; Avoidance through Awareness -- Pr oactive Mindset; Protective Driving (Defensive Driving Skills); 4x4 Offroad (Ascends, Descends, Traversing, Terrain Assessment); Route Selection (Safe Havens, Choke Points, Threat Recognition); Basic Skills Development Track; Basic Offroad Skills Developme nt; Advanced Protective Driving Cumulative Skills; Carjacking Countermeasures; Motorcades; Advanced 4x4 Offroad (Self Recovery, Water Obstacles, and Evasive Techniques); Rural Route 4x4 Offroad; PIT/RAM; Cumulative Skills Practice (HMMV, SUV, Sedan); Night Driving Techniques (Limited Visibility); 4 Wheel Drive All Terrain Vehicle (ATV) Basic Instruction/Familiarization. The above training will be conducted during a 5 day program of instruction, 0800-1700 daily during the period of 7-11 Jan 02, and one nighttime block of 3hrs during the same period. The training will incorporate HMMVs, SUVs, and Sedans. Terrain will includ e both urban and rural settings. Training must be round-robin based with all soldiers continuously involved with minimal time wasted. Training certification shall be provided to students successfully completing the course. The government will provide the o utdoor training area and classroom(s) with overhead projectors, white boards, and office supplies. The contractor shall be responsible for providing all other equipment, supplies and services necessary to complete the training. THE CONTRACTOR WILL PROVIDE ALL NECESSARY NON-TACTICAL VEHICLES INCLUDING SEDANS, SUVS AND ATVS, AND IS RESPONSIBLE FOR PROVIDING INSURANCE AND FUEL FOR THESE VEHICLES. Contractor personnel must have demonstrated working knowledge of Special Forces doctrine, tactics, and techniques. Previous military/police special tactics background preferred. Place of performance will be Fort Carson, Colorado. The provision at FAR 52. 212-1 Instructions to Offerors Commercial Items and FAR 52.212-4 Contract Terms and Conditions are applicable to this solicitation. Offerors shall include with their offers a completed copy of the provision at FAR 52.212-3 Offeror Representations and Ce rtifications Commercial Items. Clause 52.212-2, Evaluation, Commercial Items (Jan 1999) is hereby incorporated with the following insertions: The following factors shall be used to evaluate offers (in decreasing order of importance): Technical (Instruc tor Qualifications and Course Curriculum, approximately equal weight), Past Performance, and Cost. Technical and Past Performance, when combined, are significantly more important than cost. The FAR clause 52.219-6 Total Small Business Set-Aside, FAR 52.222-41 Service Contract Act of 1965, as Amended, and DFARS clause 252.204-7004 Required Central Contractor Registration, DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, DF ARS 252.225-7001 Buy American Act and Balance of Payment Program are applicable to this solicitation.
