- The Naval Air Warfare Center Aircraft Division Lakehurst is seeking to procure towbars to be used as part of a dolly system for moving intermodal shipping containers short distances. Solicitation number N68335-02-R-3005. The container will be towed at a maximum speed of 5 mph by a vehicle. The containers will be moved on concrete, asphalt and metal matting surfaces. Each dolly system will require a tow bar. We intend to procure one towbar as a pre-production unit that the Government will functionally test on one prototype dolly system, then we will procure 41 towbars. The towbar shall meet the following requirements. Failure to meet these requirements will render the proposal unacceptable, and remove the proposal from any further evaluation or consideration: attach to the bottom ends of the Mobile Facility / Intermodal container corner fittings as described in ISO 1161. The location of the fittings shall be per ISO 668.; attach to the tow vehicle by lunette eye. The lunette shall have a 2.38" to 3.00" ID with a 1.25" -- 1.69" diameter section for attaching to the pintle hook of the tow vehicle; capable of towing a 67,200 lb. container on casters at 30 degree incline at 4 mph. The following characteristics are desired and will be weighed heavily in our selection process: the towbars will be part of a dolly system that is being used and stored outdoors. The towbars will see inclement weather, and extended time periods of non use; it is desired that the interface to the ISO container be positive locking and easy to use; it is desired that the design lend itself to minimal maintenance; it is desired that the towbar be easy to deploy for use and store by two persons or less. Delivery of the pre-production set is required within 60 days after date of contract, the production unit is required 60 days after approval for release for production. Delivery FOB destination, split 50/50 to Norfolk, VA and North Island, CA. We desire a source of supply that currently produces the same or similar tow bars for use in commercial or military applications. Potential sources of supply shall provide a technical narrative that supports the product's capabilities to meet the Navy's requirements. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government technical, past performance, and price considered. The solicitation, with details of the technical proposals required to be submitted, will appear on the NAVAIR homepage located at http://www.navair.navy.mil. Select "Business". Then "Doing Business with us" and "Open Solicitation." No solicitations will be mailed and no hard copies of solicitations will be made available. Responsible sources are advised to monitor the web site listed above for RFP release and RFP amendments, as necessary. The estimated release of the RFP is 4 December 2001, with a closing date of 4 January 2002. Phone, fax or e-mail requests for RFPs will not be accepted. The Government anticipates a firm fixed-price award as a result of this solicitation. This solicitation is being issued as 100% small business set-aside competition. All responsible sources may submit a proposal which shall be considered by the agency.=20
