Description
: Proposals are sought from small business firms for participation in the NIST Small Business Innovation Research (SBIR) program. The SBIR Program is a three-phase program which implements Public Law 102-564, the "Small Business Research and Development Enhancement Act of 1992." The purpose of Phase 1 is to conduct feasibility related experimental or theoretical research or research and development (R&D) in order to determine the scientific or technical merit/feasibility of concepts/ideas as prerequisite to further NIST support under Phase 2. Individuals receiving awards under Phase 1 will be eligible to compete for Phase 2 contracts. The following are NIST research topics available for Phase 1: Semiconductor Diode Lasers for Water Spectroscopy; On-Wafer Measurement System for Combinatorial Magnetic Thin-Film Libraries; Ambient-powered Wireless Network Smart Sensors for Intelligent Manufacturing; Next Generation Process Exchange Tools and Applications; Ontological Engineering Applied to Manufacturing System Integration Research; Manufacturing Data Exchange Standards Interoperability Testing Tools; Testability of Complex Manufacturing Software Systems; Software Tools for IEEE 1451-based Smart Sensor Networks; Machine Tool Performance Data Repository; Computational Tools to Support Intelligent and Distributed CAD; Discrete Event Simulation Reference Data Sets; Advanced Nonintrusive Mass Flux Device for Spray Characterization; Advanced Microplatforms for Chemical and Biochemical Sensing; Laser-Based Traced Gas Monitor; Develop Advanced X-ray Diffraction (XRD) Detection System; High Speed Pulse Processing for the Silicon Drift Detector X-ray Spectrometer; MEMS Atomizer for Uniform Aerosol Droplet Generation; High-Accuracy, High Stability, Low Pressure Transducers; Silicon Cross Capacitor for Gas Analysis; High-Power Industrial X-ray Tube with Minimal Heat Generation; Miniaturized Detectors for Brachytherapy Dosimetry; High-Temperature Emissometer for Semiconductor Materials; Chiral Surface Diagnostic Instrumentation; Growth and Characterization of II-VI Semiconductor Crystals for THz Detection and Generation; Sensitive, Linear, and Spatially Uniform Midinfrared Detectors; Blackbody Radiation Sources Based on Carbon Nanotubes; Imaging Systems for Beta Activity Sources; Development of Sensors for Real-Time Measurements of Thermal Spray Coating Properties (NCT) (PNGV); Laser Light Source for Illuminating Specularly Reflecting Droplets; High Temperature Smoke Obscuration Measurements; The Development of a MEMS Viscosity Meter for Refrigerant/Lubricant Systems; Heat Flux Calibration for Quantitative Fire Measurements; Fast Response Oxygen Sensor for Fire Environments. The NIST solicitation will be released on or about January 1, 2002 and will close 45 days after issuance. Electronic copies of the solicitation will be located at http://www.nist.gov/sbir . The contract proposal submission package will be located on FEDBIZOPPS at http://eps.gov Hard copies will not be available. General NIST SBIR inquiries should be submitted via e-mail to: sbir@nist.gov
