Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). DESCRIPTION: 1.) ONE EACH -- 8 WATT ARGON-ION LASER. The contractor shall deliver an Argon-Ion Laser conforming to the following specifications: All output powers shall be TEM00 operation. Multi-line visible (457.9 nm to 514.5 nm) output power shall be 8.0 watts Multi-line ultra-violet (333.4 nm to 363.8 nm) output power shall be 750 milli watts Infrared output power shall be 100 milli watts at 1090.0 nm Visible output power shall be 550 milli watts at 528.7 nm Visible output power shall be 3.20 watts at 514.5 nm Visible output power shall be 480 milli watts at 501.7 nm Visible output power shall be 950 milli watts at 496.5 nm Visible output power shall be 240 watts at 488.0 nm Visible output power shall be 950 milli watts at 476.5 nm Visible output power shall be 240 milli watts at 472.7 nm Visible output power shall be 180 milli watts at 465.8 nm Visible output power shall be 560 milli watts at 457.9 nm Visible output power shall be 140 milli watts at 454.5 nm Ultra-violet output power shall be 250 milli watts at 363.8 nm Ultra-violet output power shall be 250 milli watts at 351.1 nm The single frequency power (with etalon) in the ultra-violet at 363.8 and 351.1 nm shall be 150 milli watts each The beam diameter (@ 1/ e2 points) at 514.5 nm shall be 1.8 mm The divergence (full angle) at 514.5 nm shall be 0.4 mrad The beam-pointing stability at 514.5 nm shall be less than 5.0 mrad per 0C change in air or water temperature The beam offset at 514.5 nm shall be less than 5.0 mm The optical noise (rms) at 514.5 nm shall be 0.2% The input power shall be 3-phase with ground, nominal 208 volts The voltage range shall be 1 10% The maximum current draw shall be 55 amps/phase at 208 vac The cooling water flow rate shall be 9.6 L/min The cooling water pressure shall require no more than 275 kPa The cooling water inlet temperature shall be 10-30 0C The spectral purity shall be better than 99% at emission wavelength The polarization purity shall be better than 1000:1 The laser power supply shall be automated and computer controlled Documentation The contractor shall supply two (2) sets of maintenance and operation manuals including electrical schematics each for the equipment specified above. Installation The contractor shall install all equipment on-site at NASA Glenn Research Center within fifteen (15) calendar days after the date of delivery. The contractor shall start-up and checkout the equipment demonstrating that the equipment meets the specifications of the contract and performs the functions for which it is intended. Training On-site training at NASA Glenn Research Center shall be provided by the contractor for a maximum of 5 people consisting of hands-on instruction in the alignment, and the use and operation of the equipment. This training shall occur within one (1) week after installation; and consist of a minimum of one (1) full 8-hour day of training. The contractor shall furnish each attendee with materials describing the specific laser system. The provisions and clauses in the RFQ are those in effect through FAC 97-27. The NAICS Code and the small business size standard for this procurement are 334413 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the item described above are due by COB 12-17-01 and may faxed to NASA-Glenn Research Center, Attn: Nancy Shumaker, and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product quoted is other than a domestic end product as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote. See above for where to obtain copies of the form via the Internet. An ombudsman has been appointed -- See NASA Specific Note "B".
