Description
The Omaha District intends to solicit a firm on a sole-source basis to provide environmental support services for its customer to include: Optimization of operations of remedial systems and sampling methods at up to 18 bases located nationwide. This syst em and sampling optimization effort involves a broad and intensive evaluation to explore system operation, new technology, regulatory opportunities, monitoring optimization, and demonstration of passive diffusion bag sampling which may result in benefits o f significant reduction of generated waste disposal, reduction in sampling man-hour requirement, and capability to vertically profile the well being sampled. These activities are required to be conducted concurrently at multiple sites for multiple systems and involve review of key regulatory decision documents and consultation on current regulations and impacts to site clean-up strategy, historical monitoring, review of system performance data along with identification and application of site complexities and remediation system operations. Benefits of these optimization efforts are to include better tracking of remediation progress, re-evaluation of cleanup goals and appropriate adjustments to remedies, reduced O&M costs, ensuring protectiveness and provid e for accelerated site closure. Due to continuity factors involved with these pilot optimization efforts and pilot studies involving LNAPL, natural attenuation, and modeling of fuel impacted groundwater, and to establish and prepare customer final guidance and regulation documents from current draft versions, a firm with previous involvement is under consideration for these pilot program efforts.
