Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Responses shall reference "Request for Quotation No. DE-RQ04-2002AL67502". This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This requirement is anticipated to be awarded on a SOLE ITEM. This procurement is a total small business set-aside utilizing the North American Industry Classification System (NAICS) 541512/$18.0 (indicates maximum allowed for a concern, including its affiliates, to be considered small). See Numbered Note 1. This will be a Firm-Fixed Price solicitation. DOE-AL intends to acquire a competitive price on the following items: Line Item One (1): Quantity Two (2) Each: PKG-3968-F, Pro/ENGINEER Flexible Engineering Package to include: Pro/ENGINEER Foundation, Advanced Assembly Extension, Advanced Surface Extension, Behavioral Modeling Extension, ModelCHECK, Pro/Intralink; Line Item Two (2): Quantity Two (2) Each: PTN-3136-F Design Animation Option; Line Item Three (3): Quantity Two (2) Each: CPT-3096-L Interactive Surface Design Extension (ISDX); Line Item Four (4): Quantity Two (2) Each: Maintenance on PKG-3968-F, Pro/ENGINEER Flexible Engineering Pkg; Line Item Five (5): Quantity Two (2) Each: Maintenance PTN-3136-F, Design Animation Option; Line Item Six (6): Quantity Two (2): Maintenance CPT-3096-L, Interactive Surface Design Extension (ISDX). Please Note: Pro/ENGINEER software is required to allow for exchanges and modification between existing modeling and design systems. Only those vendors who can provide the following item will be considered. No substitute items will be accepted. Delivery schedule: Required 120 days ARO. The delivery and acceptance point is the Albuquerque Operations Office, Albuquerque, NM. Delivery is FOB Destination. Anticipated date of award is on or about December 28, 2001. All commercial provisions and FAR clauses referenced in this solicitation are available in full text at the following web site location: http://www.arnet.gov/far/. FAR 52.212-1, Instructions to Offerors -- Commercial and FAR 52.212-2, Evaluation -- Commercial Items, apply to this acquisition. Only those Offerors who can furnish the items as per specifications provided herein will be considered Award will be made on the basis of lowest overall price. This is an "All or None" solicitation and Offerors must propose on all items. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items with the offer. The clauses at FAR 52.212-4 Contract Terms and Conditions -- Commercial Items, including addenda: DEAR 952.202-1, Definitions applies to this acquisition. In addition, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Under FAR 52.212-5, paragraph (b), the Contracting Officer has indicated that the following clauses are incorporated by reference: FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; and FAR 52.232-34, Payments by Electronic Funds Transfer.
