Description
Introduction DoD readiness suffers from the lack of in-transit visibility (ITV) and total asset visibility (TAV) of personnel, equipment, and supplies. At fixed locations, USAF has invested heavily in improving its Automated Information Systems (AIS) capability through expanding networks, improving hardware/software, and integrating Automatic Identification Technology (AIT) into the deployment and sustainment process. However, logistics operations at remote, deployed, and forward locations continue to suffer from a lack of visibility. Also, each service uses stove-piped systems; the current legacy systems are not always successful passing data to the ITV system. This often results in the need for aerial porters and transportation personnel to "hand-jam" the data into the system (or several systems), or deploy personnel and cargo with no ITV/TAV. Still another problem is that the typical logistics AIS requires a large footprint, manpower, training, security, and bandwidth. To support this effort, the Air Expeditionary Force (AEF) Battlelab is conducting a market study of suitable AIT currently available in the commercial market, including linear & 2D bar codes, RFID tags, optical memory cards, and contact memory tags. The AEF Battlelab would like to integrate and prove the military utility of a system that is easy to use, incorporates several modes of AIT, requires minimal bandwidth, and has appropriate interfaces with existing AIS to provide ITV and TAV in any environment, whether at a main operating base or a forward operating location. Specific Performance Criteria Prototypes must meet threshold requirements designated (T). Desired/objective characteristics are annotated as (O). Must be ruggedized and capable of being secured on shipping containers, individual pieces of equipment, and 463L pallets. (T) Must be able to withstand cleaning process without damaging capability. (T) Must be easy and inexpensive to operate. (O) Must be able to withstand changes in humidity, temperature, barometric pressure changes, and vibration without decreasing capability. (O) Operating and storage temperature range -40 degrees Fahrenheit through 150 degrees Fahrenheit. (T) Must operate in the rated temperature range at high humidity up to 94 percent nominal. (T) Must continue to operate safely and effectively during and after exposure to heavy rain (equivalent to rates of one inch per hour) for up to 15 minutes. (T) Should be undamaged by extended storage in rated temperature range at 2-94 percent humidity; may be achieved either by inherent characteristics of materials or use of protective packaging. (O) Shall resist wear, deterioration, oxidation or corrosion from exposure to rain, salt, fog, sand and dust. (O) Must function at cabin pressures equivalent to 15,000-foot altitude. (T) Must function during and after being subjected to vibration, shock, and acceleration as encountered during air, sea, and ground transportation. (O) Funding Currently there is only limited Battlelab funding identified for this Program, however, funding will be sought for the prototype selected and recommended to Headquarters, Air Mobility Command Submission Deadline Information on prospective systems meeting the performance criteria may be submitted until 21 Dec 01. There shall be no formal RFP. The Air Force reserves the right to select for award, any, part of, all, or none of the proposals received. The Air Force may or may not purchase any of the active noise and vibration reduction systems headsets demonstrated. This BAA is an expression of interest only and does not commit the Air Force to pay any prototype costs related to this announcement. Offeror's are advised that only the Air Mobility Command is legally authorized to commit the Government to the obligation of funds.
