- THIS NOTICE CONSTITUTES AMENDMENT NO. 5 TO THE COMBINED SYNOPSIS/RFQ FOR Multi-Zone Crystal Growth Furnace. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to provide answers to the following technical questions that were submitted and to extend the due date for offers: 1. Are there any special requirements for foreign companies to submit a quote? Are there any additional documents, certifications or qualifications needed? -Please see FAR part 25- Foreign Acquisition 2. What are the customs regulations for a government purchase of this type? What is the tariff or duty to be paid for this delivery? Who is responsible for it? -Please see FAR part 29- Taxes 3. Should a foreign taxpayer identification number be included or only a US TIN? -Include Both. 4. What is CODE and FACILITY CODE standing for in box 17a of Standard Form 1449? Code stands for the Vendor Identification Code. MSFC will assign a vendor code at the time of award if you are not currently listed in our vendor identification system. Facility code field is a field to completed by MSFC. 5. Is the system to be vertical or horizontal? -It should be able to operate either vertically or horizontally by changing the furnace mounting structure. 6. General specs call for two 24 zone furnaces. Is the intent to have both furnaces attached to create a single furnace with a total of 48 control zones? If so, is there to be an adiabatic section between the two sections? -The specs are correct. There should be two 24 zone furnaces. 7. General specs call for temperature stability of =/-0.2 C. While the software can provide this, this type "K" thermocouple will not have this accurate of resolution nor stability. Should we change to a different thermocouple calibration to accomplish this requirement? -The stability provided is correct and any thermocouple can be provided that will achieve it. 8. In general, is there a specific brand or manufacturer's system that the end user is trying to match? All systems are not created equal and we could provide a more direct comparison if we had more details. -No specific brand or manufacturer was used to create the specs. This equipment requires special development, which will make it an unique item. 9. I have downloaded the file of 52.212-3, but it says current through FAC 97-24, while through FAC 97-27 is required in the solicitation. Are those missing relevant? Where can I find them? -There have been no change to provision 52.212-3 as the result of updates to the FAR. It is current through FAC 97-24. Please follow all current provisions in the system. 10. In the quote shall we refer to every clause incorporated or is it sufficient to acknowledge them in general? -Please provide a statement that acknowledges agreement with all terms, conditions, clauses, and provisions included directly or by reference in this solicitation. 11. We consider a zone an independent, controllable, temperate region in a furnace. Is this correct for your usage in this RFQ? -It is correct. 12. Is the stability +/- 0.2 C in steady state run only, not for transient step changes? -It is the stability for the zone once it reaches its setpoint. 13. Zone traveling rate- Is this the rate that (a.) a sample moves through the furnace with the furnace stationary and all zones on OR (b.) is it a request to be able to move power to individual zones sequentially the length of the furnace? -The answer is (b). There will be no translation mechanism in the furnace and "zone traveling" refers to the programming of changing setpoints of individual zone sequentially. The due date for receipt of offers is extended to December 14, 2001. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on August 16, 2001. Documents related to this procurement are available over the Internet and are in Microsoft Office 97 format and reside on the World Wide Web (WWW) server which may be accessed using a WWW browser application.
