Description
Within the next 60 days, the National Park Service (NPS) intends to issue a prospectus inviting proposals to operate the principal park concession at Denali National Park & Preserve, Alaska. The contract that will result will authorize the concessioner to provide bus tours, bus transportation, camper services (Riley Creek Mercantile and two campgrounds), as well as services at a planned Visitor Center (food, gifts & convenience items), and Denali Science and Learning Center (hostelry and food). The term of the contract is proposed to be approximately 10 years, expiring on December 31, 2012. This is a summer seasonal operation with recent (2000) annual gross revenue of $13.1 million. Prior to issuing the prospectus, but in connection with it, the NPS is issuing an application for the purpose of determining which potential Offerors qualify for the statutory preferences (preferred operators) provided by the Alaska National Interest Lands Conservation Act (ANILCA), Section 1307(b) and 36 CFR Part 13, Subpart D. Preferred operator "means a Native Corporation that is determined under [36 CFR] Sec. 13.85 to be "most directly affected" by the establishment or expansion of a park area by ANILCA, or a local resident as defined in this subpart." (36 CFR 13.81(h)). To obtain a copy of the application, contact Nick Hardigg, as shown above. An electronic copy is available on the internet at www.nps.gov/dena. The prospectus, when issued, will explain the business opportunity, the terms and conditions under which the NPS will award the concession contract, the proposal instructions and proposal package (including the selection factors). The solicitation, selection and award of the concession contract will be conducted pursuant to 36 CFR Part 51.
