Description

NASA/SSC plans to issue a Request for Offers (RFO) for Mechanical upgrades to the E-Complex Test Facility. The work for this requirement will consist of two parts. Part 1 -- E3 Mechanical Upgrades Phase II: This package requires construction of mechanical modifications to the E3 test stand including specialized welded stainless steel and aluminum piping for the transfer and pressurized delivery of propellant grade 98% pure Hydrogen Peroxide, JP8, hydraulics and helium/nitrogen with installation of Government Furnished vessels, equipment and components on elevated platforms. Various components including high quality valves will be contractor furnished. Part II -- E-Complex High Pressure Air System: The second package requires construction of several thousand feet of cross-country high pressure air piping for missile grade air to various test stands within the E complex. The order of magnitude for the procurement is $1,000,000 to $5,000,000, and the effort shall be completed within 120 calendar days after issuance of the notice to proceed. This procurement is part of the Small Business Competitiveness Demonstration Program. As a result, all qualified responsible sources may submit a bid, which shall be considered by the agency. The NAICS Code and small business size standard for this procurement are 234990 and $27.5 million, respectively. The anticipated release date of the RFO is on or about December 28, 2001, with an anticipated offer closing date of on or about January 29, 2002. The firm date for receipt of bids or offers will be stated in the RFO. An ombudsman has been appointed -- See NASA Specific Note "B". Specifications and Drawings will only be made available on CDROM. The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
