Description
The National Institute of Standards and Technology (NIST) intends to negotiate with L-1 Standards and Technology, Incorporated on a sole source basis under the authority of FAR Part 13.106-1(b), Soliciting from a single source, for the upgrade of an existing Absolute Cryogenic Radiometer Electronics with a Model TC-03, Cryogenic Radiometer Temperature Control Electronics which shall include software, user manuals, calibration certificates for the built-in standard reference resistors, and on-site training and installation. The Model TC-03 was chosen by NIST as it was the upgrade for ACR electronics with features of low noise and high resolution as required for the upgrade at NIST and is the only model compatible with the Absolute Cryogenic Radiometer Electronics. The Cambridge Research and Instruments, Incorporated (CRI, Inc.) of Boston, Massachusetts supplied the existing Absolute Cryogenic Radiometer Electronics. This product line and all associated patents and core competency has been recently transferred to the L-1 Standards and Technology located in Ijamsville, Maryland. Therefore, the upgraded electronics Model TC-03 is only available from L-1 Standards and Technology, Incorporated. The delivery time for this requirement including training and installation is 9 months after receipt of order and the delivery shall be FOB Destination to Gaithersburg, Maryland. The Government anticipates awarding a firm-fixed price purchase order under FAR Subpart 13.5 Test Program for Certain Commercial Items. Interested persons may identify their interest and capability to respond to the requirement or submit quotes by December 12, 2001. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. The NAICS code for this requirement is 334519 with a small business size standard of 500 employees. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer.
