Description
On behalf of the Joint Service Small Arms Program (JSSAP) Office, the US Army Tank-automotive and Armament Command, Armament Research, Development and Engineering Center (TACOM-ARDEC) intends to negotiate and award a contract modification to General Dynamics Ordnance and Tactical Systems (GD-OTS), Downey, CA under the authority of FAR 6.302-1. This procurement is for the Objective Crew Served Weapon (OCSW). The contractor will be required to study the application of the OCSW to candidate vehicle platforms. This study is a continuation on the OCSW program activities and will investigate; OCSW vehicle applications, available stabilized mounts, define interfaces, develop system performance, establish technology readiness levels and schedule and estimates for fabrication. The contractor will perform vehicle mount and dual-feed capability studies and research and development in support of OCSW development to include functionality with the Future Combat Systems (FCS) and Common Remote Operating Weapons System (CROWS). The contractor shall fabricate and deliver two (2) each additional OCSW weapon systems with options for up to six (6) systems to include fully integrated, fully operational fire control systems and ground mounts with Traverse and Elevation (T&E) mechanisms. Each system shall include a firing record (type and number of rounds fired), basic maintenance kit including associated manuals and spare parts, as well as a reusable shipping/ storage container. All ammunition required for engineering tests and system demonstrations shall be provided by the contractor and any residuals shall be delivered to the Government for subsequent Government testing. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested firms may identify their interest and capability to respond to the requirement or submit proposals. All proposals received by the close of business on 26 December, 2001 will be considered by the Government. Responses received after the above date or without the required information will be considered nonresponsive and not be considered. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This effort will require a security classification and data rights agreements to enable the execution of this activity. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response under this synopsis. Responses to this notice shall be provided to the following e-mail address: kgerould@pica.army.mil. Responding firms must demonstrate the ability of their products to be fully compatible with the OCSW. However, this notice is not a request for competitive proposals.
