Proposed Combined Synopsis/Solicitation for MDA908-02-Q-0020 The Virginia Contracting Activity (VaCA), on behalf of the Defense Intelligence Agency (DIA), intends to award a firm fixed price contract for ?News and Wire Services?. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Request For Quotation (RFQ); electronic quotations are being requested and a written RFQ will not be issued. The RFQ number is MDA908-01-Q-0020. The RFQ document and incorporated provisions and clauses, identified in this CBD announcement, are those in effect through Federal Acquisition Circular 2001-01. The North American Industry Classification System (NAICS) and small business size standard is 51411 (News Syndicates). All vendors are put on notice that Federal Acquisition Regulation (FAR) Subpart 15.208 is applicable. The News and Wire Services must be delivered electronically to the Defense Intelligence Agency via a service feed which shall conform to the American Newspaper Publishers Association (ANPA) 1312 wire service guidelines for asynchronous data transfers of ASCII characters; the minimum data rate of 1200 baud, but no faster than 19.2k baud can be supported; the protocol shall include 1 start bit, 7 data bits, 1 parity bit and 1 stop bit; the service provider shall provide RS-232 interface for DIA to receive the messages from; all service, circuit and any required termination interface equipment shall be provided by the service provider. Service MUST begin on 01 January 2002. The following FAR provisions/clauses apply to this RFQ, and vendors MUST COMPLETE these clauses were applicable and submit with the quote: 52-212-1, Instructions to Offers ? Commercial Items (Oct 2000); 52.212-2, Evaluation ? Commercial Item (Jan 1999); 52.212-3, Offer Representation and Certifications ? Commercial Items (Mar 2001); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Item (Feb 2001). Responses to the RFQ are due by 2:30 P.M., Monday, 17 December 2001. Vendors may submit their quotes on electronic company letterhead stationery, and/or on Standard Form (SF 1449). Vendors are hereby put on notice if their response is submitted via electronic (Internet) transmission and received after 2:30 P.M., it is late (e.g. if the quoter began his electronic transmission at 2:30:01P. Serives for approximately 500 to 700 users. CLIN 0005, 4th Option Year 01 January 2006 through 31 December 2006, News and Wire Services, consisting of the following: (a) news stories with regular updates 7 days a week, 24-hour coverage of global happenings from political, diplomatic and social issues, disasters, human interest stories, science, sport and business; (b) in-depth news analysis, features, profiles and obituaries on key world figures; (c) general news with highlights from Eurpoe, Middle East, Africa, Asia, Pacific Islands, Central and South America; and (d) human interest stories as well as the world elections, international, and financial news. Serives for approximately 500 to 700 users. A single award will be made resulting from this combined synopsis/solicitation for commercial services. The following information is provided and is applicable to FAR clause 52.212-2, Evaluation ? Commercial Items (Jan 1999), paragraph (a): a) quote is fully compliant with all requirements set for in the CLINs (50%), b) past performance (30%), c) price (20%). Basis for Award (Best Value) ? an award from this Request for Quotation (RFQ) may be made to the vendor whose quotation offers the Government the Best Value, which is not necessarily the quotation with the lowest realistic cost or highest technical score ? if the quoter?s competitive range is considered essentially equal in terms of technical capability, the Government reserves the right to award to the quoter with the lowest price -- - IMPORTANT ?
