Description

The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a Firm-Fixed-Price contract for five (5) each General Kinetics Incorporated (GKI) Equipment Racks, Part Number 809-185D-1, on a sole source basis to General Kinetics Incorporated, 10688 Crestwood Drive, Manassas, VA 20109-3464. This acquisition is not suitable for full and open competition because only the GKI Racks provide the required commonality for the Integrated Combat Weapons System (ICWS). To ensure functional commonality of the ICWS, the Hardware Working Group Integrated Project Team (IPT) has directed that all subsystems utilize the same software and hardware products identified by the IPT performing the design and build of the ICWS. The ICWS IPT has selected the GKI Rack as best meeting the requirements of the ICWS. Accordingly, the GKI Rack will be utilized by Coastal Systems Station in performing software development and hardware integration of various ICWS subsystems. No other rack will provide the required commonality. Note 22 applies.
