Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The synopsis/solicitation number is N1320020001 and is an Invitation For Bid (IFB). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-17. This is a Small Business Set-Aside, the NAICS code is 324121 and the business size is 500. Requirement is as follows: Provide 120,000 pounds to 200,000 pounds of asphalt road joint sealant material. The sealant shall be two types of material and be equal to or better than Crafco Roadsaver 231, and Crafco Roadsaver 221. The minimum amount of combined product shall not be less than 120,000 pounds. The maximum amount of combined product shall not be more than 200,000 pounds. The one product shall meet the requirement of low modulus modified ASTM D3405 with the following specifications: Cone penetration @ 77F 90-150 Flow @ 140F 3 mm max Resilience @ 77F 60% min Bond @ -20F, 200% ext Pass 3 cycles Asphalt compatibility Pass Recommended pour temp. 380F Safe heating temp. 410F The other product shall meet the requirements of ASTM D3405 with the following specification: Cone penetration 90 max Flow 3 min max Resilience 60% min Bond @ -20F, 50% ext Pass 3 cycles Asphalt compatibility Pass Recommended pour temp. 380F Safe heating temp. 410F Proof must be presented showing that product, if not Roadsaver, is equal or better. The supplier must be able to provide a combination of both products for a total minimum order of 120,000 pounds up to a maximum total order of 200,000 pounds. The amound of Roadsaver 231/or equal shall be a minimum of 30,000 pounds up to 90,000 pounds. The amount of Roadsaver 221/or equal shall be a minimum of 90,000 pounds up to 150,000 pounds. The material shall be delivered to two different locations at Bighorn Canyon National Recreation Area. The minimum amount of 30,000 pounds of Roadsaver 231/or equal shall be delivered to Bighorn Canyon National Recreation Area, 5 Ave B, Ft. Smith, Montana 59035. The minimum amount of 90,000 pounds of Roadsaver 221/or equal shall be delivered to Bighorn Canyon National Recreation Area, Horseshoe Bend Site, approximately 20 miles from Lovell, Wyoming. Additional quantities of materials shall be shipped to the Wyoming location and must be received no later than 10 days after requested. The final quantities of products will depend upon the actual application rate used in the park to seal cracks of varying lenths, widths, and depths. Quantities above the minimum 120,000 pounds shall be requested in 30,000 pound semi-truck lots, until the end of the sealant work. The final shipment shall be between 2,500 pounds and 27,500 pounds.
