- Description
- This modification is to changed the 100% small business set-aside to full and open competition . All businesses that can provide these requirements are invited to submit in writing an affirmative response. This modification also changes the response due date to December 18,2001. The objective of this requirement is to provide a system for the storage of liquid nitrogen (LN2) and the vaporization of the LN2 to gaseous nitrogen (GN2) for use in the Lewisite process. The Lewisite process requires a continuous purge with the GN2 and blanketing of certain process tanks with GN2 in support of the Chemical Agent Munitions Disposal System (CAMDS), Deseret Chemical Depot, near Stockton, Utah. The contractor shall provide a system having a storage capacity of at least 6000 gallons LN2, and the capability of delivering a minimum of 1000 cfm of GN2 at 70 psi. The estimated quantity of nitrogen required is 13 MM cubic feet. The contractor shall be capable of supplying nitrogen within 24 hours upon Government verbal request. The contractor shall provide the piping and fittings necessary to connect the nitrogen system to the Lewisite process, and shall provide the tools and labor to make the connection. Pipe hangers shall be installed as required, and shall meet seismic zone 3 requirements. Contractor shall verify the installation to be leak free. The contractor shall provide all instrumentation necessary for operation of the installed system. The contractor shall participate in a Safety Review prior to the start of work. The contractor shall make a CAMDS Site visit to determine the layout of the facility and equipment. Contractor shall obtain a match and flame permit from CAMDS through the COR. The permit is required for the duration of the installation and dismantling of the nitrogen system. Contractor shall complete work within 90 days after award for this requirement. Delivery of liquid nitrogen is estimated not to exceed 18 months. The standard industrial code is 2813. This requirement is full and open competition. Any businesses that can provide these requirements are invited to submit in writing an affirmative response. All responsible sources may respond to this synopsis, and any such responses may be considered by this agency. Responses are to be sent by email to kathy.r.wallace@hnd01.usace.army.mil. Written responses are due by December 18, 2001.
