- SPAWARSYSCEN Charleston is soliciting information from potential sources for Maintenance and Technical Services for Maintenance Management, Preventive Maintenance, Corrective Maintenance and Operational Support for equipment and systems such as Automated Tank Gauging (ATG), Automated Fuel Handling Equipment (AFHE) including instrumentation for storage tanks and pipelines, Automated Fuel Service Stations (AFSS), fuel dispensers, flow meters, high level switches, leak detection and pressure instruments. Maintenance Management will involve tasks for scheduling, Engineering Change Proposals (ECPs), Configuration Change Requests (CCRs), Logistics Management and Quality Control. Preventive Maintenance will require the test, calibration and inspection of ATG and AFHE systems at various DoD fuel sites located worldwide. Corrective Maintenance will require the troubleshooting of faults at ATG and AFHE sites including the identification and correction of problems. The contractor will also assist in troubleshooting of AFSS functions and make necessary adjustments as required to restore normal operations. Corrective Maintenance will also require the contractor to provide 24/7 trouble call service. Operational Support will be required to remove, properly store and re-install ATG probes during cleaning and repair of fuel tanks. This may involve upgrading of equipment and salvaging of systems being permanently removed. The period of performance will be a 12-month base period and four 1-year options. This notice is for planning purposes only. If satisfactory responses are received, a solicitation may be issued for a Cost-Plus-Fixed-Fee (CPFF) type contract with possible Fixed Price clins. Firms are invited to submit appropriate documentation, literature, brochures and references that confirm they possess corporate specialized experience and capabilities to perform the support outlined above. Also required is relevant past or current contract equal to or exceeding $10,000,000.00 for efforts similar in scope to the requirements outlined. Responses shall be submitted to SPAWARSYSCEN Charleston, Code 0217PL, P. O. Box 190022, North Charleston, SC 29419-9022, or by electronic mail to leyap@spawar.navy.mil by 2:00 PM on 21 December 2001. Responses must include the following: (1) name and address of firm; (2) Size of business: average annual revenue for past three years; (3) ownership: Large, Small, Small Disadvantaged, 8(a), Woman-Owned, Veteran Owned; (4) number of years in business; (5) technical capability; (6) affiliate information: parent corporation, joint venture teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); (7) a list of customers covering the past 5 years; highlight relevant work including a summary of work performed, contract number, contract type, dollar value for each customer reference, and customer point of contact with phone number. THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. RESPONDENTS DEEMED FULLY QUALIFIED WILL BE CONSIDERED IN ANY RESULTING SOLICITATION FOR THE REQUIREMENT. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER A SMALL BUSINESS SET-ASIDE OR 8(a) SET-ASIDE BASED ON RESPONSES HERETO. THE APPLICABLE NAICS CODE IS 54199 WITH A SIZE STANDARD OF $5 MILLION IN ANNUAL RECEIPTS. CLOSING DATE FOR RESPONSES IS 2:00 PM on 21 December 2001. If a solicitation is issued at a later date the Award will be determined by a Source Selection Process.
