- Description
- Notice of intent to negotiate a sole source contract utilizing Commercial Item acquisition procedures under the authority of FAR Part 12 with VCS Nachrichtenhnick GmbH, Borgmannstrasse 2, D-44894 Bochum, Germany. The National Environmental Satellite, Data and Information System (NESDIS) plans to relay Meteosat Second Generation (MSG) High Rate Information Transmission (HRIT) data over the Continental United States (CONUS) beginning with the successful commissioning of the MSG satellite. This procurement is for HRIT Ground Receive and Rebroadcast Station equipment, including: Antenna, Station Key Unit (SKU), Digital Satellite Receiver (DSR), High Rate User Station (HRUS), Secondary High Rate User Station (SHRUS), HRIT Broadcast System (HBS), and Data Acquisition Software. Optional services and equipment to be provided include up to five (5) additional SHRUS systems with installation, on-site integration and commissioning, training and documentation. Documentation must be provided in the English language. The proposed action is for supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302-1. The government believes that only one responsible source can provide this item that will satisfy the agency requirements. The contractor holds the proprietary hardware, software and engineering data. This notice is not a request for competitive quotes but responses received on or before January 22, 2002, 2:00 pm EST will be evaluated. A determination by the Contracting Officer not to compete this proposed action based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the proposes of determining whether to conduct a competitive procurement.
