Description
24-Multi-disciplined A-E services required for Indefinite Delivery Contract (IDT) that will be used by US Army Corps Engineers Europe throughout the Europe area. This contract is procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36. Two indefinite delivery contracts will be negotiated and awarded, each with a base period not to exceed one year and two option periods not to exceed one year each. The amount of work in each contract will not exceed $1,000,000 with a maximum amount per task order of $1,000,000. An option period may be exercised when the contract amount for the base period or proceeding option period has been exhausted or nearly exhausted. Work will be negotiated by firm-fixed-price or labor hour task orders not to exceed the base contract amount. The contracting officer will consider the following factors in deciding which contractor will be selected to negotiate an order: performance and quality of deliverables under the current contract, current capacity to accomplish the order in the required time, uniquely specialized experience, geographical location of the contractor's operation with respect to the project location and equitable distribution of work among the contractors. The contracts are anticipated to be awarded in March 2001. This announcement is opened to all businesses regardless of size. Each contractor will be afforded a fair opportunity to be considered for each task order. The Contracting Officer will consider the following factors when awarding a task order: uniquely specialized experience, performance and quality of deliverables under the current IDC's, current capacity to accomplish the order in the required time, and equitable distribution of work among the contractors. PROJECT INFORMATION: A-E services required for two indefinite delivery type contract that will be used by the US Army Corps Engineers, Europe District and other Government Agencies throughout the Europe and Israel and Turkey. Architect-Engineer services includes services incidental to facilities design and construction including but not limited to engineering assessments of existing facilities and infrastructure, force protection assessments, system analysis, site survey and assessments, structural analysis, environmental site assessments, asbestos surveys and abatement design, minor project scope development, cost estimating and estimate analysis, project schedule development and analysis, construction inspection and quality assurance, materials and equipment testing, design technical reviews, and other general engineering type projects. All engineering management support and design services shall include associated travel and subsistence necessary to compliance with U.S. and local (work/project is to be performed) laws, regulations, construction practices, and procedures. SELECTION CRITERIA: The selection criteria are listed below in describing order of importance. Criteria A-F are primary and Criteria G-H are secondary. The secondary factor will only be used as "tie-breaker" among technically equal firms. A. Specialized experience and technical competence within the last 5 years in the type of work required. 1) Repair/rehabilitation, maintenance, and minor new construction projects. 2) Preparation and analysis of construction cost estimates 3) Development and maintenance of automated schedules for large and/or complex construction projects and network analysis.. 4) Biddability and constructability reviews of designs. 5) Civil, electrical and mechanical, building and infrastructure systems (Building Commissioning) testing and inspection. 6) Site Investigation and Technical Analysis. 7) Specialized Technical consulting assistance. 8) Construction Management and Quality Assurance. 9) Specialized Environmental Technical consulting assistance. 10) Construction claim and delay/impact analysis. 11) Technical Review of design and cost proposas. 12) Knowledge and experience with U.S., German and local laws, regulations, construction practices, and procedures. B. Qualified professional in the following key discipline including but not limited to: 1) Project and construction manager, Architect, civil engineer, electrical engineer, structural engineer, mechanical engineer, fire protection engineer, geo-technical engineer, interior design, land surveyor, industrial hygienist (in lieu of a registered fire protection engineer, a registered architect or a registered engineer whose principal duties are fire protection engineering and who is a full member in good standing of the Society of Fire Protection Engineer will be accepted), and certified cost engineer and scheduling specialist. 2) The evaluation will consider each persons education, training, registration, certification, overall and relevant and longevity with the firm. C. Management Plan: A proposed quality management plan shall be presented which shall include the following information in paragraph 10 of the SF255: Organization chart and briefly address management approach, team organization, quality control procedures, cost control, coordination of in-house disciplines and consultants, and prior experience of the prime firm and any significant consultants on similar projects. The SF 255 shall clearly indicate the staffing of the office indicated to do the work. D. Capacity of multiple task orders: The availability of an adequate number of personnel in the key disciplines shall be presented to insure that the firm can meet the potential of working on multiple task orders concurrently. E. Past performance on DOD and other contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined from ACASS and other sources. F. Compatibility with the District's IBM PC compatible system for scheduling and network analysis. G. Geographic proximity of the firm in relation to the location of the project. H. Volume of DOD contracts awarded in the last 12 months, with the object of affecting an equitable distribution of DOD A-E contracts among qualified Architect-Engineers. 4. SUBMISSION REQUIREMENTS: Include the firm's ACASS information in SF 255, Block 3b. For ACASS information, call 001-503-808-4590. In SF255, Block 10 describe owned or leased equipment that will be used to perform this contract, as well as CADD capabilities. In Block 10 also indicate the estimated percentage involvement of each firm on the proposed team. Solicitation packages are not provided. Firms shall include the following additional information in Paragraph 10 of the SF255: a) Describe the firm's specialized experience, qualification, quality management plan, capacity, past performance, and software system, including coordination of subs/consultants. Include a discussion of your past experiences working with your subs/consultants, and a detailed description on duties, responsibilities, and coordination methods between the prime and all subcontractors and consultants etc.; b) Clearly specify whether you are submitting as a prime with subs/consultants or as a joint venture. All firms shall submit a current SF254.
