- Solicitation HQ-2-R-00017 posted on December 11, 2001 is amended as follows. Amendment 001 is issued to furnish questions and answers concerning this solicitation. The following contains the government's answers to questions submitted by the potential offerors. QUESTION #1: Does the "airlift shall return the escorts to the location where the flight originated" mean Toronto, Canada or where the aircraft came from to get to Toronto? Example? New York or Montreal? ANSWER #1: The location where the flight originated means where the aircraft came from to get to Toronto. The origination is where the aircraft is prepositioning for the next flight or where the aircraft resides. INS does not want the airlift to transport the escorts back to Toronto, Canada or Harrisburg, PA unless the flight originated there. INS is seeking the most cost efficient airlift. INS WILL BE RESPONSIBLE TO COMMERCIALLY FLY THE ESCORTS BACK TO THEIR DUTY STATION. THE ESCORTS SHALL NOT STAY IN NIGERIA TO FLY BACK COMMERCIALLY. QUESTION # 2: The SOL states that there will be approximately 100 Nigerian nationals and 18 escorts. Will this full contingent start in Toronto or will part of this group start in Toronto with the other part joining in Harrisburg? If so, what is the approximate split? ANSWER # 2: This is a joint mission with Canada. Part of the group will start in Toronto (approximately 25 Nigerian nationals and 6 escorts). The rest of the group will be in Harrisburg, PA. QUESTION # 3: Is there likely to be any baggage or cargo requirements in addition to the passengers? ANSWER # 3: There will be baggage for each Nigerian national and the escorts will have overnight bags. Each Nigerian national is allowed a maximum of two bags no more than 80 pounds total. QUESTION # 4: The SOL states that the escorts must be returned to the point of origin. Will all the escorts be depositioning to Toronto or will some be returning to Harrisburg? ANSWER # 4: See answer # 1 above. QUESTION # 5: If the aircraft is depositioning to a point in CONUS or Canada which is other than Harrisburg or Toronto, will it be permissible to provide regular commercial ticketing for the escorts for the final leg of the trip from this point of depositioning back to Harrisburg or Toronto? ANSWER # 5: Please see answer # 1 above. QUESTION # 6: It is likely that the aircraft crew will need to take crew rest in Lagos. Is this acceptable or must a fresh crew be positioned to Lagos in order to effect an immediate turn around and return to CONUS/Canada? This question is relevant because of the requirement to return the escorts. ANSWER # 6: No crew rest in Nigeria. INS does not want to stay in Nigeria more than 2 hours. QUESTION # 7: If a crew rest is taken in Lagos, should the offerer include for hotel accommodation and support for the escorts as well? Is it permissible to arrange for return of escorts through normal commercial means from Lagos in order to minimize this impact? ANSWER # 7: Please see answer # 6 above. Offers MUST acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended, by one of the following methods: (a) By acknowledging receipt of this amendment on each copy of the offer submitted, or (b) By separate letter or telegram which includes a reference to the solicitation and amendment numbers. FAILURE OF YOUR ACKNOWLEDGMENT TO BE RECEIVED AT THE PLACE DESIGNATED FOR THE RECEIPT OF OFFERS PRIOR TO THE HOUR AND DATA SPECIFIED MAY RESULT IN REJECTION OF YOUR OFFER. If by virtue of this amendment you desire to change an offer already submitted, such change may be made by telegram or letter, provided each telegram or letter makes reference to the solicitation and this amendment, and is received prior to the opening hour and data specified. THIS AMENMENT DOES NOT CHANGE THE DEADLINE FOR SUBMITTING WRITTEN QUOTES
