- Correction: The closing date for the solicitation is extended from December 21, 2001 to January 9, 2002. The preferred location for the conference site is within the Washington Metropolitan Area rather than 1 to 3 hours away. USAID will provide the computers and printers. Following is the corrected synopsis/solicitation: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The Solicitation is RFQ No. M/OP-AFM-02-01 and is issued as a Request for Quotations with the evaluation and award prescribed in FAR Part 13 "Simplified Acquisition Procedures." This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The vendor will provide 60 sleeping rooms (reserved and guaranteed at the prevailing government rate; individually paid by USAID employees/guests), and conference facilities for the USAID Worlwide Executive Officer's Conference, from Sunday, March 31, through Friday April 5, 2002 to include general meeting room, breakout rooms, refreshments, audiovisual equipment, etc. The contractor shall provide quotations on the following line items: CLIN 001. One (1) large conference room -- five (5) days, Monday through Friday, capable of accommodating up to 80 people, classroom-style seating (e.g., chairs with tables as opposed to chairs only) highly preferred; CLIN 002. One (1) breakout room, four (4) days, Monday through Thursday, capable of accommodating 25-30 people per room classroom-style seating preferred, if available; CLIN 003. One (1) "business" room -- six (6) days Sunday through Friday; must have adequate space and technical capability to accommodate up to six computers; each having independent access to the Internet and one printer -- computers and printers to be supplied by USAID; Internet Service Provider (ISP) service for each computer line (local access number preferred, if available); CLIN 004. Daily refreshment breaks -- five (5) days, Monday through Friday, twice daily: mid-morning and mid-afternoon, capable of accommodating approximately 80 attendees, example of breaks desired: mid-morning break -- coffee, tea, water, juice, pastries; mid-afternoon break -- coffee, tea, water, soda and cookies; CLIN 005: Audio/visual support, Large room: wired microphone, two wireless microphones, 8x8-projector screen, 4-channel mixer, laser pointer, wireless lavalier microphone; CLIN 006. Photocopying: The need to be able to make photocopies is anticipated, but the exact quantity of copies needed cannot be determined in advance. Note: Approximately sixty guests travelling on individual travel authorizations are anticipated to check in on the afternoon of Sunday, March 31 and check out on the afternoon of Friday, April 5, 2001. A late check out time on Friday is desirable if possible. A small group of guests (e.g. 2-4) may check in on Saturday before the conference to assist with setup of the "business" room on Sunday. As stated above, this element of the event will be procured/funded separately by individual Government travelers on official travel orders; however, the availability of a block of rooms in the quantity stated herein is critical for the selection of an acceptable conference site. Conference Location: Within the Washington, DC Metropolitan Area is preferred. A catered welcome event with cash bar to be held on April 1, for 80 people. Request heavy hors d'oeuvres reception with both hot and cold hors d'oeuvres, possibly including small sandwiches. A best value determination for award selection will be made considering price and other factors such as suitability of conference rooms and seating arrangements, internet connectivity to the room to be used as a "business" room, location and additional amenities available for conference attendees/hotel quests. Other considerations: proximity to a major airport, public transportation available to the facilities, adequate and reasonable food service must be available on site and/or within walking distance. MANDATORY REQUIREMENTS: To be eligible for contract award, the vendor must be compliant with Hotel/Motel Fire Safety Act of 1990, 15 U.S.C. 2201 et. Seq (Public Law 101-391) and must hold a FEMA Certification Number (See FEMA http://ww.usfa.fema/gov/hotel); Hotel must be compliant with the Americans with Disability Act, 42 U.S.C. Section 12101 et. se (ADA). The following FAR provisions/clauses apply to this acquisitions: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2 Evaluations of Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items, provide completed copy with your proposal; 52.212-4, Contract Terms and Conditions -- Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items. Per 12.603(b) the SF 1449 is not used. FAR clause 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans, 52.222-36, Affirmative Action for Handicapped Workers and 52/222=38. Offerors not in possession of the above reference clauses and provisions in full text may obtain a copy via the Internet at http://ww.arnet.gov or by contacting the contact person in this announcement. The Government will not pay for any information submitted in response to this synopsis/solicitation. The NAICS No. for this solicitation is 72110. All responsible vendors that can provide the above requirements shall submit written quotations no later than 12:00 p.m, Wednesday, January 9, 2002. A firm fixed price purchase order will be issued to the chosen contractor. Quotations are to be signed, dated, and submitted on your company's letterhead or quotation form via mail directly to POC: Loretta King, M/OP/HRAM/AFM, US Agency for International Development, Room 7.10-050, Washington DC 20523-7101. Faxed quotations can be made but the vendor should notify the USAID POC. All quotes shall include price(s); FOB point, a POC (name and telephone number); GSA contract number if applicable, business size and payment terms. Hand-delivered quotes should be made to the 14th Street Visitors Entrance. The USAID POC should be notified so that she may meet the courier in the lobby. If USAID does not have pertinent information, the selected vendor will be required to provide bank account information (e.g. bank name, account number, routing no.) in order that electronic payment to the bank. *****
