THIS ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSES ONLY. A draft Request For Proposal (RFP) will to be released on or about 19 December 2001 to precede issuance of a formal RFP on or about 17 January 2002. These RFP releases replace cancelled RFP N68335-01-R-0011 for the Improved Aircraft Recovery Control (ARC) System. Comments from industry are due to the government by COB, 10 January 2002. NAVAIR is seeking sources to design, develop, manufacture, test and support a Valve Actuation and Control (VAC) System for the Constant Run Out Valve (CROV) of the Mk 7 Arresting Gear System. The Mk 7 Arresting Gear System is on CVN 68 Class aircraft carriers and consists of four engines with Cross Deck Pendants (CDP) for conventional fixed wing aircraft recovery. One engine is capable of being rigged with a barricade for emergency landings. On CVN 76 and CVN 77 aircraft carriers the arresting gear system consists of two engines with CDPs and two that can be configured with either a CDP or a Barricade. The VAC System will be required to interface with the current CROV of the Mk 7 arresting gear, including Arresting Gear Cross Check System (AGCCS), and needs to recover the current inventory of aircraft used aboard Naval aircraft carriers. The VAC System will also need to be capable of handling aircraft that are faster and heavier. The VAC System is intended to replace the existing control and actuation components of the CROV on the Mk 7 Arresting Gear. The VAC System shall provide for remote (i.e., outside the Arresting Gear Equipment Spaces) console control and monitoring of all arresting gear engine functions, in the all operational modes. The VAC System will provide for a Retraction Control that will control retraction of the arresting gear CDP to battery. The VAC System shall be highly reliable with exceedingly low probability of a system failure during a recovery event. A formal RFP is expected to be issued on or about 17 January 2002. This notice is not a solicitation of offers and the Government is not liable for any costs and or activity associated with a response to this announcement. Attachments to the DRAFT RFP will contain technical data subject to the International Traffic in Arms Regulation (ITAR). See Note 8. This information may only be released to individuals or enterprises that have been certified by the Defense Logistics Services Center (DLSC). It is required that all interested parties, who have not already done so submit a current completed and certified DD Form 2345 (Militarily Critical Technical Data Agreement) to NAWCAD Lakehurst contracting office via facsimile to the following facsimile number (732) 343-4822.
