Description
The contractor shall perform all of the Fire Risk Management Services for the Army Research Laboratory, Adelphi Laboratory Center (ARL-ALC) IAW: Title 29 Code of the Federal Regulation (CFR) Subpart L -- Fire Protection: National Fire Protection Associatio n (NFPA), Fire Codes (NFPA, 1998 National Fire Codes, or latest version); Military Handbook, Fire Protection for Facilities Engineering, Design, and Construction (MIL-HDBK-1008C, 10 June 1997), Department of Defense Instruction 6055.6, and the U.S. Army Re gulation, Fire and Emergency Services (AR 420-90, 10 Sept 97). Fire protection services shall be in the form of fire inspections/surveys, investigations and documentation. The Fire Protection Inspector(s) shall have fire protection and prevention experi ence in one or all of the following areas: industrial, research laboratories, explosive, radioactive and high voltage operations, and administrative occupational worksites. All of the contractor's personnel employed under this contract working at the Army Research Laboratory (ARL) shall be required to be United States Citizens or Permanent Resident Alien and have favorably competed/adjudicated National Agency Check (NAC) investigation. The contractor shall adhere to DA Form 5381-R, Building -- Fire Risk Ma nagement Survey, and DA Form 5382-R, Hazard/Deficiency Inspection Records for all qualitative assessments of fire risks. The Contractor shall perform the following activities under the guidance of the Chief, Safety and Health Physics Branch: Inspect and survey all ALC hazardous operations, in regards to fire prevention/protection and life safety code requirements as stated above. Contractor shall organize and maintain an efficient program for the inspection and maintenance of installed real-property fire protection systems (i.e., fire sprinkler system, sprinkler riser and control valves, smoke detection and alarm system, etc.). Contractor shall organize and maintain fire extinguishers; outside fire hydrants and other fire protection support systems for A LC. Contractor shall investigate fire causes and submit reports of all relevant observations/deficiencies and maintain follow-ups on noted deficiencies. Contractor shall maintain an efficient ALC Fire Warden Program to ensure emergency evacuation plannin g and fire drills are organized and executed in accordance with ALC requirements. Contractor shall identify all persons potentially requiring evacuation assistance, assistance alternatives for persons potentially requiring evacuation assistance and procedu res for advising supervisory staff or fire safety or facility/equipment deficiencies. Contractor shall establish detailed fire awareness training for all employees, military and tenant activities assigned to the ALC. The purpose of this training is to pr ovide incipient firefighting and fire prevention training in the proper use of fire extinguishers in the manner of short repetitive courses or orientation to non-firefighting personnel working independently in a highly sensitive research environment. Cont ractor shall maintain the Hot-Work Permit Program for ALC. The responsibilities will consist of: issuing the permits, periodically inspecting ongoing hot-work, terminating hot-work that does not comply with regulations, standards or codes, and maintainin g records of each operation for at least three years. Required delivery time is for the period of 01 January 2002 through 31 December 2002 with four option years. It is the intent of the Government to award this requirement as a Firm Fixed Price 100% smal l business set aside.
