- PROCURE TARGETS AND COORDINATE LIVE FIRE EXERCISES Department of the Army HQ U.S. Army Air Defense Artillery Center, Fort Bliss, Texas 79916 is soliciting proposals for the procurement of targets and coordinator to conduct Live Fire exercises at McGregor Range, New Mexico. This solicitation is 100% set-aside for Small Business concerns. TBM target contractor to provide all launch services for a base year (1 April 2002 through 31 March 2002) and four (4) option years. Launch services will consist of the following functions: supply ten (10) Star TBM rockets, with a minimum of five (5) spares. Each rocket to be configured as a target type suitable for engagement by the PATRIOT weapons system, provide all necessary hardware, personnel, and support services to operate the Star target system, which includes; target launch crew, launcher and related launch hardware, rocket transportation to/from target launch site, meteorological support for target trajectory prediction, any other specialized support required to operate the Star target or related hardware. Coordinate all target-related safety and environmental compliance which includes; provision of safety templates, environmental impact documentation, the provision of medics/emergency medical personnel, range safety communications, road closure guards. Be knowledgeable in the PATRIOT weapon system and of the threats to deployed US armed forces, which includes; pre-live fire (LFX) exercise tactical planning assistance and briefings and PATRIOT initialization data. All ten (10) targets must be successfully launched. If a misfire occurs, the contractor must launch spare target at no additional cost to the customer. Contractor must be able to conduct LFX operations in both day and nighttime periods. Provide post LFX summary report and storage, which includes; LFX objectives, target and PATRIOT weapon system performance, assist customer in obtaining detailed PATRIOT weapon system performance data. Provide storage and future launch services for any unused primary targets for up to eighteen months following the LFX. The Government will award a single contract resulting from this solicitation to the responsible offerer whose offer conforms to the solicitation and will be most advantageous to the Government. The SIC is 8748 and small business size standard is $ 5.0M. request for solicitation must be made in writing accompanied by a Money Order or Cashiers Check in the amount of $15.00.
