- The Television-Audio Support Activity intends to award a five (5) year, Firmed Fixed Price (FFP) Requirements Contract with a base period of two (2) years and three (3) one year option in support of the Armed Forces Radio and Television Service (AFRTS) for the following items: One (1) each, ?Upgrade/Expansion Kit, 1:4 PowerVu plus Encoder system with PNC-2000 with DES Encryption for use with DTS TV Network System; Two (2) each, Upgrade/Expansion Kit?, 2:12 PowerVu encoder system with PNC-2000 with DEX encryption and Statistical Multiplexing for use with TV Network Systems and various supply equipment and components for the Government owned by the Department of Defense and other organizations. FOB Point will be specified on each delivery order. The Government anticipates negotiating and entering into this contract on a sole source basis with Scientific Atlanta Inc, under the authority of FAR 6.302-1 Only one reasonable source and no other supplies or services will satisfy agency requirement. However, all responsible sources may submit a quote, which shall be considered by this office. Offerors proposing other than the requested item must include specification data sheets/brochures, etc., sufficient to enable the Government to determine the capability of the offered item to meet the specifications as stated in this notice. Solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 97-27. A Request for Proposal MDA112-01-R-0005 is attached to this announcement. All response to this solicitation must make reference MDA112-01-R-0005. Quotes must be submitted by 3:00 PM PST, January 17, 2002. To be eligible to receive an award resulting from this solicitation, contractor must be registered with the Central Contractor Registration (CCR) database, NO EXCEPTIONS. Failure to provide any of the required documents referenced in this notice may render your proposal unacceptable and ineligible for an award.
