Description
The US Army is considering issue of a Request for Proposal (RFP) for the procurement of AN/AVS-6(V)1A, and AN/AVS-6(V)3 Aviator's Night Vision Imaging Systems (ANVIS), and associated spare parts including 18mm Third Generation Image Intensifier Tubes. The Government will reserve the right to procure additional items through the exercise of option provisions, which shall be priced and evaluated. The minimum performance requirements for these devices and components are expected to be the maximum performance requirements of the current OMNIBUS V contracts DAAB07-98-C-J418 and DAAB07-98-C-J419 with increased end of life performance as detailed during the CECOM Advanced Planning Brief to Industry (APBI) on 9 May 2001. It is anticipated that a formal RFP will be issued on or about Dec 2001, proposals due on or about January 2002, and award approximately March 2002 with first deliveries beginning no later than nine months after award. It is the Government's intention to utilize fixed delivery start times based on option exercise regardless of quantities (and their associated delivery schedule) already on contract. The anticipated acquisition strategy is as follows: (1) Full and open competition; (2) one firm fixed price award made on best-value basis; (3) three-year basic with two one year options years (options also available during the three basic program years) (FY02-06). Offerors will be encouraged to propose enhancements provided substantiating data for these enhancements are included in the offeror's proposal. Sample hardware may be required for any proposed enhancements. Award will be based on the best overall value to the Government. Total basic requirements are anticipated to be approximately 650 AN/AVS-6(V)3 systems per year. This is not a request for proposal. For additional information, contact Joan Quackenbush, , Contract Specialist, CECOM Acquisition Center, (732) 532-1093. Draft Statement of Work and delivery requirements are being released on the IBOP. All parties interested in the OMNIBUS VI program are encouraged to monitor the US Army IBOP for further program information.
