Description

NASA/LaRC plans to issue a Request for Quotation (RFQ) for Page Fees for publication of articles from NASA Global Tropospheric Experiments, PEM Tropics B Science Team in the Journal of Geophysical Research. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from the Journal of Geophysical Research, Washington D.C. as the only known source who can meet agency needs. The Journal of Geophysical Research is the acknowledged scientific journal for Global Trospheric Experiments. Publication of these papers is the mechanism by which the Science Team makes the data public to the atmospheric chemistry community. They are published together because of the inherent value of the collection. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 3, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
