Description
Based upon the response to the original synopsis, the Contracting Officer has determined that there is a reasonable expectation of adequate competition from HUBZone certified firms. Therefore, this acquisition will be a total HUBZone Setaside. Work consists of removal of the existing exterior paint, repainting, and modifications to the water tower at the Geiger Heights Housing area of Fairchild AFB (FAFB), Washington. The tower modifications will include: Placement of a safety cage around the vertical ladders on the steel support leg and the tank, placement of a lightning protection system for the tank, and the construction of an access system on top of the tank that provides lawful confined-space access for maintenance crews into the tank. The solicitation will be issued on or about 21 December 2001. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Electronic Posting System (EPS) website at http://www.eps.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. The construction magnitude is between $250,000 and $500,000. The (NAICS) code is 235910 and size standard is $11.5 million. This acquisition will be processed through competitive negotiation procedures utilizing best value in terms of price versus past performance trade-off procedures. If the project results in full and open competition, a preference will be shown to Hubzone firms in accordance with FAR 19.1307. To be eligible for contract award, a firm MUST be registered in the DoD Central Contractor Registration (CCR). Register via the CCR Internet Site at http://ccr.edi.disa.mil or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. Offerors will be required to submit their proposals via paper copy. Electronic proposals via fax or E-mail will not be considered. Funds are not presently available for this project. No award will be made under this solicitation until funds are made available. The Government reserves the right to cancel this solicitation either before or after the closing date.
