Description

The Marine Corps Systems Command intends to negotiate a sole source research and development contract with Stauder Consulting, Incorporated, Saint Peters, Missouri. This contract is for the continued development and support of the Advanced Close Air Support System (ACASS)/Universal Combined Arms Targeting System (UCATS) for the Marine Corps Warfighting Laboratory (MCWL), Quantico, Virginia. This development includes integration and addition of functional requirements to the ACASS '01 and UCATS baseline applications. Stauder Consulting is the original developer of the ACASS/UCATS targeting system software. As such, Stauder Consulting is the only one responsible source for this continued development effort. No Request for Proposal is available for competitive bidding; however interested parties may submit a statement of capability for satisfying this requirement within 30 days of this announcement to the contact person listed above. The announcement is not a request for competitive proposals; however all proposals received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22.
