Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; Proposals are being requested and a written solicitation WILL not be issued. The solicitation is issued as a Request for Quotation (RFQ) number DTCG4401QTEDMWAVE. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This acquisition is a 100% set-aside for small business. The North American Industry Classification System (NAICS) is 334220. The items are to be delivered to United States Coast Guard, Command and Control Engineering Center, Portsmouth, VA 23703. The items and quantities required are one microwave system complying to the below listed specifications. Prices are to be FOB DESTINATION. Delivery is required 30 days after award. The provision at 52.212-1 Instruction to Offers-Commercial, and 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition. Clause 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition and a statement regarding which, if any of the additional FAR clauses cited in the clause are applicable to the acquisition, including the following FAR clauses incorporated by reference: 52.225-3 Items (Jan 1999) (1) The government will award a contract resulting from this solicitation to the responsible bidder whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers? price and technical (product literature). Procurement is being conducted under simplified acquisition procedures. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letter head, formal quote form, etc. but must include the following information: (1) Companies complete mailing and remittance address; (2) Dun & Bradstreet number (DUNS); (3) Taxpayer ID number (TIN); (4) Representations and Certifications and (5) Catalog or literature showing that the offered items meet all the above requirements. Specification SUBJECT: 58 -- HARBOR SURVEILLANCE SYSTEM Background The required microwave equipment will be used to extend a surveillance system already functioning in Hampton Roads, VA. It is not the first step in the development of a new equipment suite. A complete harbor surveillance system is not required and will not be considered. =20 After installation by Coast Guard personnel, the system will operate continually. Equipment Required 1. Two complete microwave links including radios, cabling and antennas, connecting three sites. 2. A maximum of two antennas per link. Physical/Electrical 1. With the exception of the antennas and any other outdoor equipment, all equipment must mount in a nineteen-inch rack. 2. Equipment must operate on 115VAC, 60 Hz, single-phase power. Performance 1. Minimum throughputs of 30 Mbps on both transmit and receive, full duplex. 2. Full operation without FCC operating frequency and power licensing requirements. 3. Each link must function as an Ethernet bridge. 4. Far end loop back and monitoring capabilities from the near end must be supported in system software.
