Description

17. See Commerce Business Daily Note 22. The Defense Threat Reduction Agency (DTRA) has a requirement to extend the support to the Nuclear, chemical and Biological survivability and risk Mitigation Assessment for The Ground-Based Midcourse Defense System ( GMD). DTRA intends to issue modifications against Contract Nos. DSWA01-97-D-0061, DWSA01-97-D-0062 and DSWA01-97-D-0063 on a non-competitive basis to Mission Research Corp., Metatech Corp., and Physitron, Corp., respectively. These modifications will ext end the period of performance through 31 March 2003. The services provided will be a continuation of services to support nuclear survivability assessments of GMD. These services include: GMD end-to-end risk assessments, assess GMD architecture and nuclea r hardening path for the systems and elements, assess GMD system and component design for survivability, evaluate Nuclear Weapon Effects impacts on non-GMD systems, support GMD modeling & simulation efforts, and participate in GMD working groups, studies, and design reviews. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1) implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requiremen ts."
