Description

The Internal Revenue Service (IRS) intends to award a sole source contract to David M. Vaughn for arbitration services. The arbitration services are for negotiation of Labor agreement between the National Treasury Employees Union (NTEU) and the IRS. Negotiations shall be inaccordance with Federl Service Labor-Management Relations statue and shall serve as the procedural ground rules governing bargaining between the two parties. The parties shall exchange interest statements and/or written proposals, which shall be agreed upon or amended as necessary. Normal bargaining shall be conducted daily from 21 January 2002 through 31 January 2002, to include travel, perdiem expenses shall be paid in accordance with the Federal Travel Regulations. The negotiations shall be conducted in hotel space located in the Washington, DC metropolitan area. Any disputes remaining after submission to the impasse neutral will be required to rely on arbitrator for resolution. No solicitation is available for this requirement.
