Description
The Department of Veterans Affairs (VA) requires a searchable database management system that is internet-based and contains records of all products and services under contracts managed by its Office of Acquisition & Materiel Management (OA&MM), National Acquisition Center (NAC) and primarily classified under following Federal Supply Classification/Product-Service Codes: 65 Medical, Dental & Veterinary Equipment and Supplies 66 Instruments & Laboratory Equipment (6630 only) Q Medical Services System users will be Government employees, however the proposed system shall not allow users to create purchase transactions. The system must be capable of allowing product/service catalogs to be uploaded through any number of current technologies (i.e. XML, EDI). The VA's preferred data elements can be found in Attachment (A). The database must allow users to search for records by several search criteria including: Manufacturer part number Vendor part number Product name Product/item category Product/item nomenclature Product/item categories and nomenclature may be industry-specific, where appropriate, but should be generally recognized by that industry and its affiliates as an acceptable standard for classifying and codifying products/services. Each record loaded to the database shall include a unique identifier. The following classification standards may be utilized in the design of the proposed database: Universal Medical Device Nomenclature System (UMDNS) Emergency Care Research Institute (ECRI) Universal Product Number (UPN) Healthcare Industry Business Communications Council (HIBCC) AHFS Classification System American Society of Health-System Pharmacists (ASHP) National Stock Number (NSN) Department of Defense (DoD) National Drug Code (NDC) Department of Agriculture, Food & Drug Administration (FDA) Universal Product Code (UPC) Uniform Code Council (UCC) Master Item File Number VA Drug Classification Number Department of Veterans Affairs Owens Classification System The database must enable users to sort search results by the following parameters Contractor name Manufacturer name Manufacturer part number Contract number Price Classification codes (see above) The VA shall be granted full control and ownership of resulting database and system. The database shall be created using commercial, off-the-shelf software and allow all users to access system via LAN. Database shall be compatible with VA Prime Vendor inventory management systems, any suppliers' electronic catalog systems, and the VA's upcoming Enterprise Resource Planning system, CoreFLS.
