- The Directorate of Contracting, Headquarters Materiel Systems Group, is soliciting interest statements, comments on the attached draft TRD and capability statements for a competitive acquisition from qualified contractors. The TRD can be found at http://herbb.hanscom.af.mil. The basic performance period of any resultant contract is expected to be one base year and 4 twelve (12) month options. Capability statements are being requested from all interested contractors. This is a Technical Requirements Document (TRD) for information technology seats and services for the Materiel Systems Group (MSG). MSG headquarters is located at 4375 Chidlaw Road, Suite 6, Wright-Patterson AFB OH. MSG personnel are located on Wright-Patterson Air Force Base (WPAFB), OH, in contractor's facilities in the Greater Miami Valley (Ohio), and Operating Locations at Hill AFB UT and Tinker AFB OK. For the past several years' information technology services, in support of MSG's mission requirements, have been provided in accordance with a government-owned contractor-operated (GOCO) model. Hardware, software, network infrastructure components and telecommunications services, and help desk services have been purchased from vendors directly by MSG and are government-owned. MSG mission requirements for information technology service have outgrown and outpaced the current GOCO model. In order to respond more effectively and efficiently to mission requirements, MSG seeks to move toward an information technology managed services model to include provisions of seat types, logistics system application production and development support, and related services necessary to meet known and growing mission requirements, augmented with Commercial Off The Shelf (COTS) and Expert Assistance Catalogs that permit the ordering of items and labor to meet unplanned and emerging mission requirements. Capability statements are being requested from all interested contractors. As a minimum the following areas must be addressed: 1. You must demonstrate your ability to understand system requirements generation and analysis. 2. Provide evidence and demonstrate your experience in estimation and control of hardware cost, software cost, and schedule. 3. Provide evidence and demonstrate your experience to provide all aspects of seat management and server support to include inventory control, refresh and equipment disposal. 4. Provide evidence and demonstrate your experience in supporting and implementing office automation applications. 5. Provide evidence and demonstrate your experience in MS Windows Enterprise Network Applications Administration (I.E. MS Windows NT/2000 and 2000 Advanced Server Suites). 6. Provide evidence to demonstrate your ability to provide a world-class, level 1 help desk. 7. Provide evidence that demonstrates your knowledge of Air Force Materiel Command's logistics and financial policy and procedures, including Air Force Working Capital Fund policies and procedures. 8. Provide evidence to demonstrate your experience in training non-technically oriented personnel to give them a working knowledge of computer system and applications software. 9. The Contractor(s) selected for this acquisition may be required to expend a large amount of capital in order to refresh large numbers of IT equipment to support this requirement. Provide a financial capability statement to show your ability to withstand this kind of operation. All contractors, large, small, small disadvantaged, 8a, women owned businesses and HUBZone Businesses are encouraged to participate. The NAIC code is 541519 and the size standard is $18,000,000.00. Capability Statements shall adhere to the following limitations: (a) No more than 10 pages singled spaced, typewritten 81/2 X 11. (b) Font no smaller than 11 pitch. (c) Minimum top and bottom margin of " and left and right margins of ".
