- Description
- The Grand Canyon Monitoring and Research Center (GCMRC) in Flagstaff, Arizona has a need for airborne LIDAR and orthorectified color-infrared digital imagery of the Colorado River corridor from the Glen Canyon Dam at Lake Powell down to, but not including, Lake Mead. The collection area includes approximately 490 linear river kilometers with an average swath of 500 meters centered on the river. LIDAR and imagery must be acquired between May 19 and June 2, 2002. LIDAR and image data shall be geo-referenced using airborne GPS and IMU technology and shall not be dependent upon ground control. Data shall be geo-referenced equal to or better than 30 cm horizontal and 15 cm vertical absolute accuracy for LIDAR data, and equal to or better than 2 meters horizontal accuracy for orthorectified image data with less than 0.5 meters being preferred. Color-infrared imagery are to be collected shadow free. Image data are to be collected with sun angles no less than 65 degrees during the period of work performance, weather and lighting conditions allowing. LIDAR data acquisition is to occur within the same calendar time period as that for the image data. LIDAR data shall be collected at no greater than 1 m across track and 1 meter along track. Half angles not to exceed 20 degrees. LIDAR deliverables shall include only raw State Plane x,y,z coordinates and shall NOT be processed to remove vegetation or cultural features. Three-band digital color infrared imagery is the basic requirement with spectral bands centered within or near the wavelength ranges 0.53-0.54, 0.66-0.67, and 0.79-0.815 microns. Band width cannot exceed 0.1 micron with 0.05-0.06 being preferred. Additional wavelength bands are highly desirable, especially a band centered within or near the range of 0.70 microns and/or a band centered within or near the ranges of 2.02-2.07 microns. A pixel resolution 18-cm resolution is preferred, but resolution up to 24-cm will also be seriously considered. Image data shall be radiometrically corrected on an image-by-image basis. Imagery shall be collected in stereo with 60% forward overlap. Deliverables shall include raw imagery and individual, orthorectified, geo-referenced image frames in GeoTIFF 5.0 format. All LIDAR point data, image data, and metadata that are delivered to the GCMRC shall conform to applicable GCMRC data standards and delivery requirements. All items are to be delivered in digital format on DVD media. FGDC-compliant metadata using the metadata tool in Arc Catalog must be developed for each file delivered. Index maps for all deliverables is required. All final products shall be delivered within 90 calendar days following the completion of data acquisition. Two-step best value acquisition is contemplated. Award will be based on price and other factors, including past performance, technical merit, and quality.
