- Description
- The Blackfeet Tribe, hereinafter called the "Owner", is inviting separate proposals to furnish and deliver Membrane Filtration Equipment and provide information necessary for the design of a water treatment plant building that will house the filtration equipment, for the Blackfeet Community Water System. Sealed proposals will be received by Stewart Miller, Project Manager, at the office of Blackfeet Planning, 108 Government Square, Browning, Montana, 59417, until 2:00 PM on January 31, 2002. Each proposal will be evaluated and scored in accordance with the evaluation factors that are part of this RFP. Interested parties should request a RFP packet from the Project Manager. The packet contains the RFP, proposal requirement and evaluation form, capital cost evaluation form, and water quality information on water source. Information on this project is available from the Project Manager, Stewart Miller, at 406-338-7406 ext. 368 or Project Engineer, Carole Boerner PE, Indian Health Service, Browning, Montana 59417, 406-338-6309. A RFP packet can be obtained by calling the Project Manager. The successful offeror warrants that prices quoted shall remain firm for a period of 180 days and include delivery f.o.b., freight paid by the offeror, to the job site on the Blackfeet Reservation in Montana. The successful offeror will be required to provide all equipment and information selected and agreed to by Owner, to the general contractor selected for construction of the water plant and installation of the membrane filtration equipment and items solicited in this RFP. The successful offeror will be required to work with and provide information to the Owner?s engineering firm, responsible for design of water plant building. A pre-proposal conference will be held on January 15, 2002, at 1:30 PM at the Holiday Inn at Great Falls, Montana. Prior to selection, the Owner will conduct such investigation as is necessary to determine the performance record and ability of offeror to provide the product, perform the size and type of work specified and required by proposal. If necessary, Owner reserves the right to request additional information in order to properly evaluate offerors qualifications. This project is funded by Federal (Rural Development) and State of Montana (TSEP and CDBG) agencies and final award is subject to concurrence by these funding sources. The right is reserved to accept or reject any or all Bids or proposals, to waive any irregularities and may postpone final selection until pilot testing is completed. The Owner also reserves the right to negotiate with all offerors and reserves the right to select the offeror that best meets the needs of the Owner. In addition to cost, the criteria listed herein will be used by the Owner to evaluate the proposals and will help determine final selection.
