- The Joint Project Office for Special Technology Countermeasures (JPO-STC) at the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) is seeking qualified sources to provide technical support for Critical Infrastructure Protection (CIP) aspects of the Infrastructure Assurance Program (IAP). The purpose of the IAP is to provide DOD decision makers, Commanders-in-Chiefs (CINCs), and operational commanders with an analysis and assessment capability to identify critical infrastructure susceptibilities and operational dependencies that, if not assured, could adversely impact mission accomplishment of military operations vital to national security. The CIP is concerned primarily with assisting DOD agencies and organizations in characterizing business processes and interdependencies through identification of mission, functions, systems, and assets, i.e., identifying the unique ass ets that support warfighting missions and operations. As appointed by the Office of the Assistant Secretary of Defense for Command, Control, Communications, and Intelligence (OASD-C3I), the JPO-STC provides CIP guidance and direction to the following ten (10) Defense Infrastructure (DI) Sectors: Command, Control, and Communications (C3); Defense Information Infrastructure (DII); Financial Services; Health Affairs; Intelligence, Surveillance, and Reconnaissance (ISR); Logistics; Personnel; Public Works; Transportation; and Space. The purpose of this sources sought is to identify existing industry capabilities for providing technical support to the JPO-STC for these sectors. These sectors, and their respective cognizant DOD agencies/offices, are: C3 -- Defense Information Systems Agency (DISA) Financial Services -- Defense Finance and Accounting Service (DFAS) Heal th Affairs -- Office of the Assistant Secretary of Defense/Health Affairs (OASD/Health Affairs) Logistics -- Defense Logistics Agency (DLA) Personnel -- Defense Human Resources Activity (DHRA) Public Works -- U. S. Army Corps of Engineers (USACE) Transportation -- United States Transportation Command (USTRANSCOM) DII -- Defense Information Systems Agency (DISA) ISR -- Defense Intelligence Agency (DIA) Space -- United States Space Command (USSPACECOM) Additional information about the JPO-STC and the IAP is available at http://www.nswc.navy.mil/iap. The JPO-STC has determined that contractor support may be required in the following top-level functional areas: DI sector characterization and asset identification, including the identification of intra-sector dependencies as well as inter-dependencies and linkages between multiple sectors and/or other entities; development of systems/processes to integrate, collate, and display DI sector assets; and the identification of analytical tools, capabilities and requirements unique to individual sectors. These capabilities would be intended to assist in the definition of the unique business process relationships between and among specific/unique assets, thereby allowing comprehensive analysis and assessment of critical components and fault isolation for risk management and mitigation. Based on responses received, an acquisition approach/strategy for fulfilling requirements in this area will be determined. It is currently planned to formally solicit requirements beginning in the second quarter of FY02 with award(s) beginning in late FY02/early FY03. Responders shall provide the following: 1. Identify the specific sectors where you have existing expertise. Describe this expertise and discus s at least in general terms how this expertise is relevant to the Government's needs as described above. 2. For each sector, identify current/recently completed contracts (contract number, awarding activity, value, period of performance, and PCO name/phone). 3. For each sector, describe the nature of the technical support currently being provided. Also characterize the support being provided in terms of annual technical level of effort. 4. Identify specific sectors/areas where you feel you may be able to provide expertise and provide an indication (non-binding) of your ability to allocate existing (already trained) personnel resources to JPO-STC requirements. 5. Indicate if you are the holder of a GSA Federal Supply Schedule (FSS) or other Government-wide contract that covers the general nature of the type of support described in this announcement. Provide the contra ct number, issuing agency, and point-of-contact. Responses shall be limited to no more than 5 single-spaced pages per sector. Responses shall be submitted by 1400 hours (local time) on 25 January 2002 to the attention of Code J07 (LRC), Naval Surface Warfare Center Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. Submissions sent by overnight delivery should clearly show the building number (TL11) in the address. Unclassified submissions are desired, however, classified responses through the SECRET level are acceptable. Unclassified submissions may also be sent via e-mail to sd13@nswc.navy.mil.
