Description
DESC: The Environmental Protection Agency (EPA) intends to competitively procure Regional Oversight Contract (ROC) support services for the EPA Region 9, National Program for Federal Facilities (and to a lesser extent, Potentially Responsible Party (PRP)) Enforcement. This is a small business set aside procurement (firms with 500 employees or less). The maximum estimated LOE hours are 109,379 over a base period of five years. This ROC procurement is to provide support to EPA's Federal Facilities Restoration and Reuse (FFRR) in its mission of oversight and enforcement of both Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) activities at Federal facilities and, to a limited extent, PRP-lead sites within the geographical boundaries of Region 9, which consist of the States of Arizona, California, Nevada, and Hawaii, over 140 Tribes, the U.S. Territories of American Samoa, Guam and the Commonwealth of the Northern Mariana Islands. The Federal Facilities Compliance Act of 1992 waives sovereign immunity for Federal hazardous waste generators. CERCLA 120 and 6001 delegate extensive oversight responsibilities to EPA for hazardous waste remediation projects at Federal facilities. To accomplish this mission, the EPA FFRR officials review documentation generated by the Federal (and non-Federal) PRP's contractor and Federal (and non-Federal) PRP's employees involved in site remediation, approve remedies, provide removal oversight, assist in deliberations leading to agreements with other Federal agencies (or PRP), and determine appropriate penalties where necessary. The successful offeror will be required to provide support in the following areas: (A) Oversight Compliance of RI/FS Activities: 1) provide technical support to EPA in overseeing RI/FS activities; 2) provide technical support to EPA in overseeing removal activities; 3) provide technical support in reviewing the remedial investigation report; 4) provide technical support in reviewing or preparing baseline risk assessment; 5) provide technical support in reviewing or preparing human health risk assessments; 6) provide technical support in reviewing or preparing ecological risk assessments; 7) provide technical support for treatability studies; 8) provide technical support in reviewing the feasibility study report; provide technical support in reviewing or preparing the Record of Decision (ROD). (B) Post ROD Activities: The contractor shall assist EPA in overseeing the effectiveness of the implemented, as follows: 1) provide technical support for Remedial Design (RD)/Remedial Action (RA) oversight activities; 2) provide technical support in overseeing post RA activities. (C) Other Technical Support: 1) provide technical support for base closure oversight; 2) provide technical meeting support; 3) provide technical support for unexploded ordnance (UXO) oversight; 4) provide technical support for radiation oversight activities; 5) provide technical support for EPA CERCLA or RCRA initiatives. (D) Analytical Support Services/Data Management/Field Activities: 1) provide technical support in the preparation or review of Quality Management Plans and Quality Assurance Project Plans; 2) provide technical support for data validation, data evaluation, and CLP/non-CLP tracking; 3) provide technical support for field activities. (E)Other Support: 1) provide technical support for general negotiations; 2) provide technical support for community involvement and outreach activities; 3) provide technical support during PRP and Federal Facility Agreement and/or Interagency Agreement (IAG) negotiations; provide support in information management services. (F) CERCLA Assessment Support: 1) provide technical support of pre-National Priority List Preliminary Assessments/Site Inspections; 2) perform Pre-CERCLIS screening activities; 3) review or perform preliminary assessment (PA) activities; 4) review or perform Site Inspection (SI) activities; 5) provide support for the preparation of a Hazardous Ranking System (HRS) package for NLP listing; 6) provide support for combined PA/SI activities; 7) review submittals in support of the Federal Agency Hazardous Waste Compliance Docket and CERCLIS database; 8) review hazardous ranking system scores. (G) RCRA Compliance Activities: 1) provide technical support for RCRA compliance oversight activities; 2) provide technical support for RCRA corrective action oversight; 3) provide technical review, analysis evaluation and support for RCRA assessment tasks. Offerors should be aware that they may be required to obtain security clearances to work on specific Federal facilities. For purposes of this procurement, EPA considers an offeror to have significant potential for conflict of interest if that offeror currently holds a prime contract or subcontract to provide response action contract (RAC) services on a Federal facility anywhere in the U.S. for any Federal agency or department other than EPA. However, due to the significant potential for conflict of interest during contract performance, the team subcontractor will be prohibited from providing ROC services on any federal facility owned or operated by a Federal agency or department, other than EPA, with which it holds a prime contract or subcontract to provide RAC services. A response action contract is defined as any written contract or agreement to provide any CERCLA removal or remedial action, or to provide any investigation, evaluation, planning, engineering, surveying and mapping, design, construction, or equipment related to such response with respect to any release or threatened release of a hazardous substance or pollutant or contaminant from a facility, or to implement a RCRA corrective action. The anticipated date of award is August 2002. All responsible sources may submit a proposal which shall be considered by the Agency. A formal Request for Proposals (RFP) will be posted on the EPA Internet Web Page, Doing Business with the EPA, on or about January 14, 2002.
