Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii)Solicitation number F05611-02-Q-K001 is issued as a Request for Quotation (RFQ). (iii)This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-02, and Defense Federal Acquisition Change Notice 20011206. (iv)This RFQ is being issued as a 100% small business set-aside. The NAICS code is 611710 and small business size standard is $5.0M. Women-owned, small disadvantaged, HUBZone and Veteran-owned businesses are encouraged to submit quotes. (v)Line Item 0001: Qty/Unit -- 12 MO; Unit Price -- $__________; Total Amount -- $__________. =20 (vi)Description of Requirement: Investigative Research into Contemporary Civil/Military Relations and Aerospace Leadership. Objectives: This research project has the following objectives: 1.0 Incorporate contemporary civil/military relations and aerospace leadership issues into the 34th Education Groups (EDG) academic courses and programs by accomplishing the following. 1.1 Research topics in civil/military relations, consolidating that research into a final report: 1.2 Advise course directors and instructors regarding changes in civilian/military relations that impact future mission requirements of the Air Force; 1.3 Propose changes to USAFA course curricula and lessons plans, incorporating the contractors research finding; and; 1.4 Update current USAFA lesson plans, reflecting trends in civilian/military relations that result from the contractors research and finding. 2.0 Background: 2.1 The Contractor is an expert in the field of civilian/military relations. As world events change and mold the publics perception of the role of the military, it is important that the USAF Academy track those trends and teach those trends to the cadets who represent the future military leadership of the nation. 2.2 The challenge for the Contractor is to identify those trends and incorporate those trends into the classroom. 3.0 Technical Tasks: The Contractor shall perform the following technical tasks: 3.1 Research the literature, conduct interviews and gather information that tracks potential trends in the militarys relationship with the civilian population. 3.2 Incorporate its findings into the content of materials used in the Military Strategic Studies (MSS) core and elective courses. 3.3 Develop research findings and recommendations in support of the Developing Aerospace Leaders (DAL) initiative that is focused on aerospace power competencies and deliver those findings and recommendations to the EDG Commander with suggestions for integrating the DAL initiatives into MSS. 3.4 Instruct one section of a MSS course with the primary purpose of determining the type of material that would be effective in teaching MSS to cadets. Responsibilities include: 3.4.1 Course grades, evaluations and critiques for all participating students; 3.4.2 Attend course planning sessions, providing recommendations for immediate implementation by course instructors. 4.0 Facilities: 4.1 The Contractor will be provided the use of office facilities necessary to conduct interviews and meetings. The Government at no charge will provide office equipment, including desk, chair, desktop computer and phone, to the Contractor. 5.0 Status of Contractor: Employer-Employee Relationship: 5.1 The Contractor is not an employee of the Federal Government and is not covered by Worker's Compensation, group life, accident or health insurance, and other benefits associated with an employer-employee relationship. 5.2 The Contractor is an independent contractor, not an employee of the Government. The principal tools and equipment required to conduct this research are furnished by the Contractor while limited support and government furnished equipment is provided by the Government. The Contractor is expected to independently conduct its research and the deliverables are the sole responsibility of the Contractor. The need for these services is not expected to exceed one (1) year. This work is not inherently governmental and government direction or supervision of the Contractor is not required in order for the Contractor to perform the work identified above. 6.0 Travel Requirements: The Contractor may be required to travel in order to perform the requirements of this contract. If travel is required, the contractor will either be paid by the Government Purchase Card Program or a modification to the contract. (vii) Delivery Requirements: FOB -- Destination; Delivery/Performance Dates -- 1 Jan 02 thru 31 Dec 02; Place of performance -- USAF Academy; Place of Acceptance -- USAF Academy, 34 EDG. (viii) FAR 52.212-1, Instruction to Offerors-Commercial Items (Oct 2000) is applicable to this RFQ. The following addenda are applicable: The Offeror shall submit either a curriculum vitae (preferred) or a resume. The Offeror is encouraged to submit past performance references prior to the closing date of this RFQ. (ix) FAR 52.212-2, Evaluation-Commercial Items is applicable to this RFQ. The evaluation criteria to be included in paragraph (a) of this provision is "The following factors shall be used to evaluate offers: Technical capability of the individual offered to meet the Government requirement and past performance and Price. Technical and past performance, when combined, is approximately equal to cost or price. The magnitude of this project is between $25,000 and $100,000." (x) Quoters shall include a completed copy of the provisions at FAR 52.212-3 and DFARS 252.212-7000, Offeror Representations and Certifications?Commercial Items, with its quotation. (xi) FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this RFQ. The following addenda are applicable: AFFARS 5352.242-9000, Contractor Access to Air Force Installations; the contractor shall obtain USAFA Form O-111, Application for Personnel and Vehicle Passes to Work Under Air Force Contract from the contract administrator, complete and return the form prior to performing contract requirements on the base. (xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply to this RFQ. The following additional FAR clauses are applicable: DFARS: 252-204-7004(MAR 1890)-Required Central Contractor Registration, 53.232-33, Mandatory Information for Electronic Funds Transfer. (xiii) Quotations are to be received at the USAF Academy Operational Contracting Office, 8110 Industrial Drive, STE 200, USAFA Academy, CO 80840-2315.
