Description

The Health Resources and Services Administration (HRSA) intends to negotiate on a sole source basis with Texas A&M University for the purpose of exploring the potential for information sharing that could lead to developing a tracking system for reportable and non-reportable water-related illnesses in Hidalgo County, Texas. This is a notice of intent, not a request for competitive proposals. The major focus of this procurement will be to develop and implement training activities for health professionals and community health workers (promotores) on safe drinking water concepts. The decision to award the contract to the Texas A&M University is based on the unique capabilities that Texas A&M University is the only entity in Hidalgo County with an infrastructure that includes a network of skilled promotores (community health workers) that have experience with environmental health issues specific to Hidalgo County colonias and who have established relationships with the Texas Department of Health /Region 11 health professionals in Hidalgo County. Texas A&M has the uniqueness in that the promotores work focuses exclusively on Hildalgo County colonias residents as well as the community health centers located in Hidalgo County were built, in part, by Texas A&M University. No other institution within the community represents the breadth and scope on safe drinking water concepts. Therefore, the Government has deemed Texas A&M University as the only responsible source capable of providing the required services under this contract.
