17. The Immigration and Naturalization Service (INS), Dallas, Texas is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation ACD-1-Q-0004 is being issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 02-01. A single award of one of the following CLINs will be made. The Government will consider all offers on an unrestricted basis. The North American Industry Classification System (NAICS) is 481211. Provide pricing for the following: The contractors must provide all aircraft, necessary personnel, fuel, and supplies for an airlift that must fly during the regular business week of either January 2 -- 4 or January 7 -11, 2002. The passengers will be two Congolese nationals and one INS employee. One of the passengers has exhibited physically violent behavior in the past. The Contractor must supply a minimum of three English speaking unarmed escorts who are proficient in the use of non-lethal force in confined spaces to provide security for the flight. The aliens will remain restrained in Government furnished restraints throughout the mission. Escorts must include one person who is certified in First Aid and CPR. Full compliance with local FAA rules and regulations for performance of this mission is required. Food service must be included. The passengers will each have luggage not to exceed 44 pounds. The Contractor shall be responsible for any and all taxes and fees and MUST obtain any required landing rights/authority. The Contractor is responsible for providing sufficient crew, aircraft and fuel to make the flight. The only stop allowed on the outbound flight is for fuel and no passengers will disembark. Time on ground in the Congo shall be limited to the minimum amount of time required to effect the mission. No other passengers are allowed to be carried on this flight. CLIN 0001: Direct round trip from Dallas, Texas area to Kinshasa, Congo and return. After dropping off the Congolese passengers in the Congo, the airlift shall return the escorts and INS employee to the location where the flight originated. $_________; CLIN 0002: From Dallas, Texas area to Kinshasa, Congo and then to a site where there is service by a major air carrier. The Contractor will be responsible for the travel costs for the return of the escorts. $________. Since the INS is seeking the most cost efficient airlift, alternate quotations reflecting alternate flight dates will be considered. The provisions at FAR 15.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. FAR 12.212-2, Evaluation-Commercial Items, is applicable. Paragraph (a), evaluation criteria is as follows: Award will be made to the most advantageous offer to the Government, price and other factors considered. Travel and per diem costs for return trip for Government employee will be added to CLIN 0002 and any alternate quotations to determine the best value to the Government. OFFEROR SHALL INCLUDE A COMPLETED COPY OF THE PROVISIONS AT FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, along with the firm's DUNS number. FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition with the following additional clauses: FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and the following additional clauses apply to this acquisitions: FAR 52.222-26, Equal Opportunity (E.O. 11246); FAR 52.222-35, Affirmative Actions for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era, FAR 52.247-63, Preference for U.S.-Flag Air Carriers, and FAR 52.252-1, Solicitation Provisions Incorporated by reference (available at http://www.arnet.gov/far). As part of their complete quote, offerors must include a list of company references for contracts for similar services which includes point of contact name and phone number and a brief description of the services provided. The quotation shall also include information/resumes of escorts who have demonstrated experience in handling violent or uncooperative persons. The completed quote must also include the proposed flight itinerary for the mission. Quotes are due 12/27/2001, 1:30pm, at Immigration and Naturalization Service, ATTN: ACDCPM/CONGO, 7701 N.
