Solicitation 512582-02-A-0001 Northern NJ P&DC Teterboro minimum design/build entity performance requirements have been revised as noted. Contractors that previously submitted need not resubmit. The revised closing date for this solicitation is January 4, 2002. Revised performance requirements are as follows: MINIMUM DESIGN/BUILD ENTITY PERFORMANCE REQUIREMENTS 1. Five (5) years experience as a Design/Build Entity, in Design/Build, Design, or Construction. 2. Completion or ongoing of two (2) comparable design/build projects within the past five (5) years one of which must be major renovation construction and the other maybe new construction. For this project comparable projects are defined as construction projects of light industrial used for processing and distribution with a minimum of 100,000 sq. ft. in size and a construction cost of $10 million or more. Projects constructed for the direct use or occupancy of the entity(s) submitting the Statement will not be considered as a comparable project.The Postal Service is seeking design/build contractors wishing to be considered for Pre-qualification for a Cost Reimbursable Design/Build Negotiated contract with a Guaranteed Maximum Price, based on an USPS CCL. The scope of work for the project is the design and major renovation construction of an existing 325,000sq. Ft. building on 15.3 acres in Teterboro, NJ. Extensive renovation of the building structure systems, roof, adding of mezzanines and the postalization of the building will be required. Construction cost estimate for this project is in the $25,000,000 and $35,000,000 range. Phase l -Total period of performance allowed for Design to 30% will be 90 calendar days from date of Notice to Proceed. Phase II to be awarded based on successful negotiation of GMP for final design/construction will be 450 calendar days from date of Notice to Proceed. Only the most qualified contractors will be pre-qualified. To be considered the firm must be financially capable; Five (5) years experience as a Design/Build Entity, in Design/Build, Design, or Construction; Completion or ongoing of two (2) comparable design/build projects within the past five (5) years one of which must be major renovation construction and the other maybe new construction. Demonstrate experience working guaranteed maximum price (GMP contracts. The contractors Qualification Statement will be evaluated in accordance with the following criteria listed in order of importance: Performance ? Experience, Past Performance, Capabilities ? Organization, Safety and pass/fail evaluation on the following Backlog, Financial Capability, Bonding, and Banking. The Postal Service intends to issue a Request for Proposals (RFP) to Pre-qualified firms only. The Postal Service will select the offeror that provides the Best Value to the Postal Service, taking into consideration technical and cost related factors. Primary consideration will be given to superior technical or management features rather than lowest overall cost.
