Description

Design and construct a consolidated main post library and general education center complex with access road. Supporting facilities include utilities; electric service; exterior lighting; fire protection and alarm systems; paving, walks, curbs and gutters; parking; storm drainage; and site improvements. Access for handicapped will be provided. Anti-Terrorism/Force Protection (AT/FP) is required. A comprehensive interior design package is to be included as part of the design package. This solicitation wi ll be evaluated under the Two Phase Design Build Process. The evaluation criteria for Phase I shall be evaluated to determine the highest qualified contractors and invite them into Phase II for submission of Phase II proposals. The following evaluation c riteria listed are of equal importance and shall be used in this solicitation unless modified by amendment prior to receipt of proposals: Phase I -- Project Organization and Personnel; Experience; Past Performance; Management/Technical Compliance Certifica tion; and Financial Capability. Phase II -- Volume I: Design Proposal; Preliminary Project Schedule; and Design Compliance Certification. Volume II: Cost/Price Proposal and Subcontracting Plan). This project will be advertised UNRESTRICTED. Proposals from large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The Fort Worth District subcontracting goals are for specified percentages of the contractor's total planned subcontract amou nt to be placed with the following: Small Business, 61.4%; Small Disadvantaged Business, 9.1%; Women-Owned Small Business, 5.0%; Veteran-Owned Small Business, 3.0%; Historically Black Colleges/Universities and Minority Institutions, 2.0%; and HUBZone Smal l Business, 1.0%. SIC Code is 1542 (NAICS Code 233320). Small Business Size Standard is $27.5 Million. Estimated issue date is 15 Jan 02. Estimated proposal due date is 14 Feb 02. Estimated Construction Cost Range is between $10,000,000 & $25,000,000. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specs will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5" diskette, CD-ROM and/or th e Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation.
