- RFP ISSUE DATE: 11 JANUARY 2002 ANTICIPATED AWARD DATE: 02 MAY 2002 Workload will cover the repair, overhaul and modification of J85 items and whole engines. Workload will support U.S. Air Force (USAF), U.S. Navy (USN), NASA, and Foreign Military Sales (FMS) requirements. The contractor shall stock, store and maintain component parts to support MISTR, engine, common and special tooling, fixtures, test/support equipment and shipping containers. Navy engines, accessories and components which have common application on USAF engine models shall be overhauled or repaired In Accordance With (IAW) the requirements of the applicable documentation listed in the Technical Requirements Document (TRD/APPENDIX A) of the solicitation which includes references to the use of commercial practices. RFP responses will be evaluated using Price Performance Tradeoff procedures with a Technical evaluation to determine acceptability/unacceptability. The proposed contract will be a commercial FAR Part 12 type acquisition using FAR Part 15 Negotiation procedures. The proposed contract will be for three (3) basic years (FFP), two one-year firm-fixed price option periods, and two one-year Not-to-Exceed option periods to be negotiated prior to option award, which will entail the complete management and refurbishing of engine parts, engines, all accessories at depot level for scheduled and unscheduled maintenance, and logistical support required to sustain field level maintenance (Retained Tasks) with Just-In-Time deliveries at ten stateside bases, as well as Navy, NASA and FMS customers.
