- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS ISSUED IAW THE PROVISIONS OF FAR PART 12. THIS IS A SOLICITATION FOR THE PURPOSE OF BUYING THE FOLLOWING SERVICES: CONDUCT POST-DOCTORATE RESEARCH IN THE AREA OF OPTICAL CHARACTERIZATION OF INFRARED SEMICONDUCTOR LASER DIODES IN DIRECT SUPPORT OF THE AIR FORCE INSTITUTE OF TECHNOLOGY (AFIT) RESEARCH PROGRAMS AND NONSPECIFIC STUDENT THESIS RESEARCH PROGRAMS BOTH CURRENT AND FUTURE. THE CONTRACTOR SHALL PROVIDE AN AVERAGE OF 138 HOURS OF RESEARCH AND CONSULTATION PER MONTH BEGINNING ON OR ABOUT 17 JAN 02 AND ENDING ON 14 JUL 02. THE CONTRACTOR MUST BE EQUIVALENT TO A SENIOR RESEARCH ASSOCIATE AND DEVELOP A HOT ELECTRON SPECROSCOPIC SYSTEM USING AN FTIR OR TRIPLE MONOCHROMATOR, ACQUIRE SPECTRAL PROFILES OF A WIDE RANGE OF VARIOUS INFRARED LASER DEVICES, ANALYZE THE ACQUIRED SPECTRA TO PREDICT BAND DISPERSION RELATIONS, AND COMPARE THE RESULTS WITH THEORETICAL BAND THEORY PREDICTIONS. THE CONTRACTOR MUST HAVE A MINIMUM OF SIX REFEREED PUBLICATIONS IN SPECTROSCOPIC CHARACTERIZATION OF MATERIALS. THE CONTRACTOR MUST HAVE FIVE OR MORE YEARS WORK EXPERIENCE IN THE AREA OF OPTICAL SPECTROSCOPY BEYOND THE AWARD OF THE DOCTORAL DEGREE. EXPERIENCE IN FTIR AND RAMAN SPECTROSCOPY AND INTERFEROMETRY AND ATOMIC FORCE MICROSCOPY IS ALSO REQUIRED. THE CONTRACTOR MUST HAVE A FAMILARITY WITH THE AIR FORCE PROCUREMENT SYSTEM FOR ACQUISITION OF SCENTIFIC EQUIPMENT.
