Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. RFQ Reference Number 02-897-2054 is issued under FAR Part 13, Simplified Acquisition Procedures. Quotes are requested. The RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-2. The National Institute of Standards and Technology (NIST) has a "BRAND NAME OR EQUAL" computer requirement for a Quantity of 5 forensic systems to be used in the Computer Forensics Tool Testing Project to test forensic software tools, similar in type to computers used for criminal investigations. Quotes may be submitted for EITHER the Brand Name specified herein OR items manufactured by other company(ies) that meet all the salient, physical, functional, and performance characteristics. The Government will award a purchase order to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, price and other factors considered. The following factors in descending order of importance shall be used to evaluate offers: (1) Technical Capability to Meet the Government's Needs; (2) Past Performance; and (3) Price. The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition.
