Description
The Consumer Product Safety Commission (CPSC) intends to award a firm fixed price competitive procurement using the Simplified Acquisition Procedures as implemented by FAR subpart 6.103. This procurement requires the Contractor to provide an evaluation of New Sensor Technology to Reduce Hazards in Consumer Products. The Contractor shall develop a concise guidelines document intended for manufactures that provide clear and precise guidance on how to develop or revise instructions associated with consumer products so they are clear readable, and easy to understand by the average consumer. The Contractor shall provide the following: 1) a written work plan that demonstrates an understanding of the objective of the contract, how the objective will be met, 2) schedule of work to be completed, a literature research and review, 3) provide an abstract of the findings of the literature search in the form of an annotated bibliography, 4) develop a document that integrates the findings of the literature search, 5) provide guidance regarding the planning, writing, and designing/formatting of instructions, 6) provide a draft version of written document, 7) provide annotated bibliography, and 8) provide final versions of written document. The anticipated issuance date of Request for Quotation is January 28, 2002, anticipated response date is February 14, 2002, and anticipated award date is March 1, 2002. The anticipated period of performance is from the effective date through May 31, 2002. Any firm desiring consideration is requested to fully identify their interest and capabilities within 15 days of the date of publication of this synopsis to CPSC, Division of Procurement Services and contact listed above. The Contractor must meet the following requirements: Competitive Simplified Acquisition Procedures will be utilized in accordance with FAR Part 13. The final award(s) decision will be based upon a combination of the following: 1) demonstrated ability to perform the work, 2) demonstrated ability to provide high quality work products, 3) quoted price, and 4) past performance in similar or related work. The above will not be point scored and the order in which they appear does not indicated priority. The above items will be evaluated for the purpose of determining which quotation represents the best value and best meets the needs of the government. In order for the quotation to be considered, organizations must provide the following information over and above the price quotation. 1) Information that clearly demonstrate the organizations understanding of the requirements and ability to perform the work, 2) information that clearly demonstrates the quality of similar work performed by the organization, and 3) name, address and telephone number of the three most recent firms for which the organization has performed by the organization of the same or similar type of work, and permission to contact them. The NAICS code is 611430. All responsible sources may request a copy of the RFQ by fax at (30l) 504-0628 and submit a written quotation, which shall be considered by the agency. No telephone requests for copies of the RFQ will be accepted. Written requests will only be accepted.
