Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is RFP-RMAST-02-007. The solicitation is issued as a request for proposal (RFP) for Maintenance Services at the Cass Job Corps Center located in Ozark, Arkansas. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-01. This synopsis/solicitation is a total small business set aside. The associated NAICS code is 561210. The small business size standard is $5 million. Since exact quantities cannot be ascertained in advance, the quantities in the schedule may be increased or decreased according to actual need. The services will be performed at the Cass Job Corps Center. C. 2 LOCATION AND DESCRIPTION The Cass Job Corps Center is located on Highway 23, 18 miles north of Ozark, Arkansas and 13 miles north of Interstate 40 in Franklin County. C. 3 KNOWLEDGE/EXPERIENCE/ABILITIES REQUIRED BY CONTRACTOR The Contractor must have a broad working knowledge of the make-up, operation and skill of a variety of maintenance work requirements. The Contractor must have a comprehensive understanding and the ability to plan and complete installations, inspections, preventive maintenance, modification, repair, troubleshooting and testing of various systems within building maintenance, such as the following: Air Conditioning/Heating Units Freezer Units Fire Alarm System Carpentry Plumbing Electrical General Appliance Repair and Service Other Familiarity with the operation and safety provisions of a variety of hand tools and power tools. Ability to identify job materials needed for completion of the work and to present both written and oral lists of the needed materials and supplies if unavailable from the Government furnished property. The Contractor must have the ability to complete maintenance work from work orders provided by the Assistant Work Program Officer or his/her designee. The Contractor will be provided with building plans, blueprints, and wiring diagrams to complete the work requirements. The Contractor must have the ability to service, adjust, install and repair items such as compressors, condensers, thermostats, drive assemblies, charging units, motors, blowers, pilots, igniters and thermostats. The Contractor must have the ability to understand the Center's rules and regulations related to safety provisions and will be required to strictly adhere to these regulations. The Contractor must be able to deal effectively with Center staff and students while performing the work assignments. C. 4 FURNISHED PROPERTY The Government shall deliver to the Contractor the following listed materials, supplies, property, or services (herein referred to as Government Furnished Property (GFP)) at the places and times specified below. The Contractor shall be liable for all loss or damage of such GFP until completion and final acceptance of the work required under this contract. The Government will furnish the Contractor the following items to be available at the Cass Job Corps Center, Franklin County, Arkansas. a. Plans, diagrams, specifications and /or manuals in the Government's possession which detail the item or facility requiring maintenance services. b. Supplies and/or materials normally stocked by the Government and in its possession for the repair of the item or facility requiring maintenance services. c. Necessary hand tools and power tools in the Government's possession for the repair of the item or facility requiring maintenance services. d. Pertinent rules, policies, and procedures related to the operation of the Cass Job Corps Center which relate to the staff/student responsibilities and dealing effectively with the Center's culturally diverse population and safety regulations. C. 5 DUTIES The position is that of a Maintenance Mechanic. The work in this position involves installing, inspecting, modifying, remodeling, repairing, troubleshooting and testing of new and existing fixtures, equipment, air conditioning/heating units, freezer units and fire alarm systems in the following trade categories: plumbing, carpentry, electrical, appliance repair and service, welding and general building and apartment maintenance. The Maintenance Mechanic does installation and repair of plumbing requirements, such as repair of faucets, tubs, toilets, and hot water heaters. He/she cuts pipe, copper, galvanized and plastic. He/she solders and joins pipe. He/she will identify materials needed for job completion and prepare written requisitions to the Assistant Work Program Officer for obtaining these items. The Maintenance Mechanic will be knowledgeable of the Center's rules and regulations for safety and will be required to comply with these regulations during completion of work assignments. C.6 WORK ASSIGNMENTS AND INSPECTIONS The Maintenance Mechanic receives work assignments from the Assistant Work Program Officer. Completed work must be of a high quality and quantity. The work will require a performance of a wide range of duties and utilization of a variety of skills and techniques to maintain the Center's facilities. The Contractor shall obtain necessary certification within 30 days when required by EPA. Final inspection of completed work will be performed by the Assistant Work Program Officer. C. 7 WORKING ENVIRONMENT The Contractor must be able to work in environments, both indoors and outdoors, which are often dusty, dirty and greasy. The Maintenance Mechanic may be required to perform work outside in bad weather conditions and in noisy situations. He/she may occasionally be exposed to the possibilities of broken bone, electrical shock and burns. Occasionally, work may be done in areas at various heights, i.e. roof tops. He/she will frequently be exposed to cuts and bruises. Some work may be required in confined spaces. C. 8 WORK HOURS Normal work will be from 7:15 am to 3:45 pm (including a .5 hour lunch period) Monday through Friday, excluding holidays. The Contractor will typically work three days per week except in peak periods of heating and cooling. The Contracting Officer's Representative (COR) will contact the Contractor to schedule services. Some work may be required outside of the normal work hours in emergency situations. In the event of an emergency, the Contractor will be compensated at 1.5 times the normal rate under the contract. The specific evaluation criteria to be included in paragraph (a) of the provision is as follows: award will be made to the technically responsive, responsible offeror based upon Contractor's demonstration of ability to meet all technical requirements, price and past performance which provides the best value to the government. The Contractor is required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit worker's compensation to be written by private carriers. (b) General Liability. (1) The Contractor shall have bodily injury liability coverage written on a comprehensive form of policy of at least $500,000 per occurrence. (2) The Contractor shall have property damage liability insurance shall be required in the amount of $500,000 per occurrence. (c) Automobile Liability. The Contractor shall have automobile liability insurance written on a comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage or loss. FAR 52.252-6 Authorized Deviations In Clauses (APR 1984) (a) The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the date of the clause.
