Description
See Note 1. This acquisition will be a 100% small business set aside. All offerors must be able to qualify under NAICS 336611, Shipbuilding and Repair. The Minerals Management Service (MMS)/GovWorks intends to issue one or more indefinite-quantity indefinite delivery (ID/IQ) type contracts for manpower and services to Support Quality of Life (QOL), Habitability and Food Service installations and repairs on US Government Vessels. This requirement is being issued by GovWorKs under the franchise authority of the Department of the Interior (DOI) in accordance with FAR 13.5, Test Program for Certain Commercial Items. Since this may result in a multiple award, each offeror receiving a contract will be given a fair opportunity, as prescribed in FAR 16.505(b), to submit a proposal for individual task orders. This competitive process will be simplified in order to facilitate the order process and prevent undue administrative burden upon the Contractor(s) and the Government. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented and with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-??. The following provisions and clauses apply to this solicitation: 1) 52.212-1, Instructions to Offerors-Commercial (OCT 2000); 2) 52.212-3, Offeror, Representations and Certifications-Commercial Items; 3) 52.212-4, Contract Terms and Conditions-Commercial Items (APR 1998), with an addendum; and 4) 52.212-5, Contract Terms and conditions Required to Implement Statues or Executive Orders Commercial Items (AUG 2000); 4) DESCRIPTION OF REQUIREMENTS -- Work shall consist of materials and equipment procurement, storage, tracking and delivery to the work site; fabrication; engineering and arrangements support; trades labor services; fabrication and /or installation of bulkhead/wall sheathing, false overhead/ceilings, various types of deck/flooring materials and manufacture of various types of habitability equipment (i.e. clothing lockers, etc.). This effort is required to accomplish habitability condition assessments, alterations, installations, cleaning modifications, repairs and upgrades to spaces, systems, components, furnishings and equipment including related operator and maintenance personnel training as authorized. Repair, preventative maintenance, preservation, corrosion control, and cleaning work includes, but not limited to equipment such as HVAC system and components, refrigerators, freezers, beverage and ice dispensers, ovens, dishwashers, Gaylord hood, APC systems, the refurbishment of habitability furniture, and the interfaces with the structure including foundations, piping, and electrical services. Due to the fact that a significant amount of the effort can be expected to be accomplished where operations must continue during the production work or where vessels must be in a ready-to-sail status, scheduling can be volatile and planning, estimating and resource acquisition could be immediate and intensive. PERFORM PRE-WORK SITE SURVEYS -The contractor shall conduct pre-work site surveys as designated to identify resource and material needs, situational interferences between the drawings and the specific physical and environmental conditions and desired labor and support requirements. PERFORM EXISTING INSTALLATION CHECKS/PREPARE TECHNICAL/DESIGN DOCUMENTATION -- The contractor shall conduct checks on existing installations needing work accomplished for any or all of the following: (1) Conduct engineering analyses and technical evaluations of spaces, systems, equipment, components, furnishings and subassemblies in support of equipment and arrangements condition improvement. (2) Determine technical requirements for engineering modifications and configuration changes of spaces and systems including preparation of field changes; Ship/MachAlt scopes, proposals and records; Alteration Equivalent to Repairs (AERS); etc. (3) Perform technical evaluations, reviews and validations of installation, assembly, disassembly, test, checkout, operational and repair procedures at all involved levels. (4) Perform technical information reviews, searches, gatherings, correlations and interpretations of technical data required to support the preparation, revision or data verification of technical documentation. (5) Prepare summary critique analyses for documentation compliance with specifications, sentence structure, grammar, usage and effectiveness of format to assure clarity, brevity and objectivity. (6) Prepare, modify or review specifications, provisioning technical documentation and installation, test, maintenance, and operational procedures including assembly, disassembly and training instructions. (7) Prepare technical/special project reports resulting from on-site analyses of technical problems, need for additional assistance at work and repair activities and on-site technical surveys and investigations. Prepare daily lessons learned reports listing problems and situations encountered that were not anticipated such that they can be adequately accommodated for in future work and thus eliminate related cost and time overruns. PERFORM WORK -- The contractor shall provide the following necessary manpower, documentation, facilities, communications, equipment, tools and trade personnel to accomplish applicable assigned work: (1) One dedicated team leader per work effort/work location for the duration of each work effort and ensure that each team leader is prepared to discuss all aspects of their assigned projects effort including: personnel resources and availabilities, applicable safety equipment requirements and provisions, material and equipment status, shipping schedules and related impacts, work and effort requirements and safety concerns. Prepare a proposal day-by-day installation schedule prior to the initial team leader meeting. (2) Trades personnel shall meet the technical skill requirements at the journeyman level; have the required security clearances; are properly trained in the use of and provisioned with applicable safety equipment; and accommodate Federal and Local Government rules and regulations concerning safe working conditions and ethics and hazardous materials handling, use and disposal. (3) Engineering services for setting up and monitoring databases and analyzing data as requested for ensuring of equipment performance and to ensure configuration changes are technically and structurally compatible with the ship and its operational requirements and accommodating for the crew. (4) Provide a comprehensive Quality Assurance Program. (5) The necessary shop facilities, equipment and capabilities (ma-chines, tooling, tools services and space) to fabricate/prefabricate parts, components, and assemblies; safely and securely move and maintain materials; and order, process and certify material and equipment. (6) Provide necessary administrative and logistics support for the work crew(s) andGovernment work oversight personnel for immediate material purchases/delivery and to timely and cost effectively coordinate special work requirements. (7) Provide safe, secure, portable workshop(s) as required to support the work effort on-site with adequate tools/tooling, safety equipment, material storage areas and an ade-quate supply of related consumables. Ensure the following minimum requirements are met: (a) Shipboard Industrial Safety: The contractor shall comply with applicable union, state, local, EPA and Navy safety regulations. Note that different locales (i.e., ship, shipyard, state, local, etc.) requirements may differ slightly. (b) The contractor shall ensure conformance with shipboard/facility rou-tine in maintaining cleanliness, personnel conduct and ship/facility security and integrity. (8) The contractor shall provide and maintain current welder and pipefitter certifications. Personnel shall carry on their person a copy of the certification at all times during the work effort. (9) Rehabilitate affected spaces to original or as directed condition which includes, but is not limited to: (a)Cleaning, preparing, priming and painting new and disturbed surfaces to match surrounding areas. (b) Replacing all deck coverings and insulation damaged inciden-tal to work performed. If more than 40% of the deck surface area is damaged, replacement covering of the complete space will be required. Replacement deck coverings shall match the remaining quality, styles, colors, and grades. (c) Repairing- all work related damaged lagging and installing of new lagging. (d) Properly applying stenciling, labels plates, tags, instruction plaques etc. for power panels, piping, hardware, cabling, structures, etc. with new replacements. (10) Thoroughly clean all affected spaces at the completion of the work effort and maintain as neat and clean surroundings as the work effort will allow during the workday. Where work produced contaminates can spread to adjacent areas, provide barriers to control their spread. (11) Team leaders shall ensure that all personnel are thoroughly briefed on their respective responsibilities prior to starting each different work effort in this contract or delivery order. In the event of multiple shifts on a task, the following shift work leader shall be fully briefed on all conditions at the end of the outgoing shift. CONDUCT QUALITY ASSURANCE INSPECTIONS AND TESTS -- The Contractor shall assure that all work has been accomplished, approved specifications and drawings and applicable standards and practices. PERIOD OF PERFORMANCE A contract awarded as a result of this solicitation shall be for a period not to exceed 60 months beginning with the date of award. Proposal Content -- Technical and Cost Proposal Contents: The offeror shall prepare a technical proposal that will define in detail the offeror's capabilities and approach to meeting the requirements. The narrative with the offeror's proposal must be written in a clear, concise fashion describing precisely what the offeror proposes to do to meet those requirements. The technical proposal should include, but is not limited to the following information: 1) General technical approach to meeting the requirements; 2) Relevant organizational experience; 3) Resumes of personnel; 4) Names and phone numbers of 3 references for whom similar work has been done. The offeror shall prepare a cost proposal that clearly indicates the proposed firm fixed price rates in order to meet the requirements. Clearly identify the period of time the rates are applicable (i.e., Award through 12/31/2002). Evaluation Criteria and Award: Each Offeror's proposal is evaluated according to the factors shown below. Factors A, B, C, and D are roughly equal to each other; factor E is less important. Sub-factors listed under each factor are of equal importance to each other. A. Technical Approach -- 1. Understanding of the work, including creativity and thoroughness shown in understanding the objectives and planned execution of the project. 2. Discussion of specific methods and techniques for completing each discrete task, to include such items as quality assurance, and customer-service. 3. Anticipation of potential problem areas, and creativity and feasibility of solutions to problems. 5. Quality of the Project Management Plan and allocation of personnel and resources. B. Past Performance -- 1. The organizations history of successful completion of projects; history of producing high-quality reports and other deliverables; history of staying on schedule and within budget. 2. The quality of cooperation (with each other) of key individuals within your organization, and quality of cooperation and performance between your organization and its clients. 3. The organization's specific past performance on prior similar efforts specified. C. Personnel Qualifications -- 1. The currency, quality and depth of experience of individual personnel in working on similar projects. Similar projects is meant to convey similarity in topic, dollar value, workload, duration, and complexity. 2. Quality and depth of education and experience on other projects which may not be similar enough to include in response to C.1. (immediately above) but may be relevant. 3. The currency, quality and depth of how the Project Director will supervise and coordinate the workforce. D. Organizational Experience -- 1. The degree of comparability of past projects to the current project, including number of projects, complexity, workload, and dollar amount. Supporting subcontractors, consultants and partners will be considered. 2. Appropriate mix and balance of education and training of team members. E. Cost. CONTRACT AWARD -- Contract award shall be made to the responsible Offeror(s) whose offer, in conforming to this RFQ, provides an overall best value to the Government, technical evaluation factors, and cost considered. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives, with a realistic and reasonable cost. Technical evaluation factors are more important than cost; however, between proposals that are evaluated as technically equal in quality, cost will become a major consideration in selecting the successful Offeror(s). Questions will be received until 2:00pm Eastern Standard time, January 3, 2002 and answers will be provided by 2:00pm Eastern Standard Time, January 7, 2002. In order to compete under this solicitation, interested parties must submit their proposals no later than 4:00pm Eastern Standard Time, January 9, 2002. Receipt of proposals must be in an unbound original and one (1) copy and an electronic copy, not more than 50 pages in length, to Terrie Callahan, Contracting Officer, Department of the Interior, 381 Elden Street, MS2500, Herndon, VA 20170.
