Description

The Government has a requirement for professional Architect/Engineering Services, to provide design for Project 621-305 at the James H. Quillen VA Medical Center, Mountain Home (Johnson City) TN 37684. The project will renovate ground floor hospital space and create a new surgical suite adjacent to the SICU and the surgical bed ward, and include the creation of a dedicated surgical entrance, check in and waiting area. The suite will include four modern operating rooms with recovery and ancillary services. The project will also involve the relocation of the Hospital Kitchen to the adjacent Domiciliary Kitchen. The Domiciliary Kitchen will be expanded. A/E services shall include site investigation, design, preparation of contract drawings and specifications and construction cost estimate and construction period services. The A/E shall design the project work in accordance with NFPA, VA guidelines and directives and all other applicable codes, regulations and requirements. Procurement is open to emerging and small businesses only. An emerging small business is a small business concern whose size is no greater than 50% of the numerical size standard applicable to the assigned code. The NAIC Code is 541330 with the small business size standard of $4.0 million. Construction cost estimate is between $3,000,000 and $3,500,000. Award will be to the A/E firm judged by the VA to be the best qualified for the work. All design criteria for the Veterans Affairs is available at www.va.gov/facmgt/standard/standard.htm The selection criteria for this A/E contract shall include as a minimum (1) Experience in the type of work required (2) professional qualifications and experience of staff to be assigned to the project (3) ability to accomplish the work within required timeframes (4) past performance as related to the quality of work, meeting schedules, and keeping within scope and budget. See numbered Note 24. Area of consideration is limited to a 100 mile radius from the James H. Quillen VA Medical Center, Mountain Home, TN 37684. Award is subject to the availability of funds. This is not a request for proposal. All interested, responsible and qualified business firms shall submit three (3) copies of SF 254 and SF 255 to the attention of Kerwin H.
